Dear Mr. Sly,

By letter dated April 30, 2018 (Agencywide Documents Access and Management System Accession No. ML18127A073), the Virginia Electric and Power Company (Dominion Energy Virginia) submitted a license amendment request (LAR) for the North Anna Power Station, Units 1 and 2.

The proposed amendments, if granted, would authorize changes to the NAPS Technical Specifications to add operability requirements, required actions, and surveillance requirements for the 4160 volt emergency bus voltage unbalance function.

A voltage unbalance protection system is being installed on the 4160 volt emergency buses for Units 1 and 2 to address the potential for an open phase condition to exist on one or two phases of a primary off-site power source that would not currently be detected and mitigated by the existing station electrical protection scheme.

The NRC staff has completed its initial review of the LAR and has identified additional information needed to complete its evaluation, as stated in the enclosed Request for Additional Information (RAI).

Your timely and thorough response to the RAI is requested in order for the NRC staff to complete its review of the subject LAR.

Please let me know if your staff would like a clarification call regarding the attached RAI.

The goal of a call would be to ensure that the RAI questions are understandable and that the regulatory bases for the questions are clear, and to determine whether any of the information requested was docketed previously.

Following a clarification call, or your confirmation that a call is not necessary, Dominion Energy Virginia is requested to provide a written response to the RAI within 30 days.
