'e SC-3?1: 1 SC-321 MANAGI%ENT OF EMERGENCY OFF-SITE RADIATION SURVEY TEAMS 1.0 PURPOSE: The ob)ective of the off-site radiation survey team director is to obtain meaningful plume information in a timely manner.This procedure provides guidance for the survey team director to efficiently manage the survey teams in the collection of plume information.

3.1.1 Directing teams prior to release.Direct teams to complete primary survey routes.This will allow the teams to check out equipment and put, out additional TLDs at locations as described in procedure SC-442, Table ZZZ, or other locations as desired.3~1.2 Position teams downwind at three different distances from the plant.This might, be at one, three and five miles.Have teams survey back and forth across the area where the plume would be expected if a release occurred.3.1.3 3.1.4 3.2 3.2'Inform teams of the pro)ected location of the center-line of the plume and the wind speed and direction.

Obtain names of team members and obtain exposure history for the current calendar quarter.Directing teams during a release.Inform teams when release begins and their location in relation of the plume centerline.

Maintain record of dose to survey team members.Zf teams need relief for meals, etc., relieve one team at a time on a rotating basis.Teams on standby should be located in low background areas.

SC-322:1 SC-322 MANNING THE EMERGENCY SURVEY CENTER 1.0 PURPOSE The purpose of this procedure is to designate individ-uals who should report to the Emergency Survey Center for an Alert level or greater event.These personnel will assist the TSC and OSC with emergency functions.

3~1 3.2 3~2~1 3.2'During normal working hours (or if on site)the following persons report directly to the Emergency Survey Certter upon announcement of an Alert level or greater.1.Quality Control Personnel 2.Designated Survey Team Members per SC-600 Upon Arrival at the Emergency Survey Center Assure Emergency Survey Center is open Obtain appropriate tag from Survey Center Tag Board and Log name under tag.Tag instruction found in Attachment I~333'Sign out a TLD.Sign out a self reading pocket dosimeter.

During off duty hours, individuals will be called to report to Ginna Station.You may report directly to the Emergency Survey Center and proceed with Step 3.2 above.3.4 SURVEY CENTER MANAGER OR ASSISTANT 3~4~1 Check out high range survey instrument.

Insure both radios in the Survey Center Manager's Office are ON.3'.3 3'.4 3.4.5 3.4.6 3.5 3~5~1 3.5'33'3.6'Conduct radi'ological survey of basement, auditorium and areas exterior to the building.If dose rate is greater than 50 mRem/hr advise emergency coordinator and make arrangements to relocate after survey teams are dispatched.

Take an air sample and determine activit~.If unidenti-fied activity is greater than 1 x 10" uci/cc, advise emergency coordinator.

Start constant air monitor in operation.

P Assist survey teams to organize and prepare for dispatch.Obtain weather data from Control Room and advise survey teams of projected location of the plume.Maintain a log of events as regards Survey Center opera-tions.~~Maintain a record of all survey team samples and insure samples are properly marked and stored.Notify Security at SAS of TSC members (by name)who will need access to the site.Advise those going to the TSC of dose rates in the area.
