Compensatory measures that were in place -- posting of the perimeter --

were removed due to personnel safety concerns. The protected area  !

perimeter was fully compensated at 2245 hours0.026 days <br />0.624 hours <br />0.00371 weeks <br />8.542225e-4 months <br /> after the severe weather  !

subsided.  !

Chronology of Events At approximately 2210 hours0.0256 days <br />0.614 hours <br />0.00365 weeks <br />8.40905e-4 months <br />, the Shift Liaison directed the Captain to post compensatory security force members on the protected area perimeter because of imminent severe weather.

At approximately 2212 hours0.0256 days <br />0.614 hours <br />0.00366 weeks <br />8.41666e-4 months <br />, compensatory measures were in place and the protected area alarm points were deactivated, l l

l At approximately 2214 hours0.0256 days <br />0.615 hours <br />0.00366 weeks <br />8.42427e-4 months <br />, vehicles were dispatched to pick up security force members from all of the compensatory post booths due to severe winds.

At approximately.2215 hours0.0256 days <br />0.615 hours <br />0.00366 weeks <br />8.428075e-4 months <br />, additional security force members were posted in the Central Alarm Station (CAS) and Secondary Alarm Station (SAS) as dedicated Closed Circuit Television (CCTV) observers.

At approximately 2235 hours0.0259 days <br />0.621 hours <br />0.0037 weeks <br />8.504175e-4 months <br />, weather conditions began improving as wind subsided. Posting of compensatory security force members began.

At approximately 2245 hours0.026 days <br />0.624 hours <br />0.00371 weeks <br />8.542225e-4 months <br />, the protected area perimeter was properly compensated.

Corrective Actions shift supervision verified that winds had exceeded seventy-five (75) miles per hour. Protection of personnel safety and the posting of dedicated CCTV observers were the appropriate actions to be taken. No further corrective actions are necessary.

Conclusion Illinois Power considers this incident to be a moderate loss of physical security effectiveness.
