XX Notification of Unusual Event Docket No.iS0-397- ~ ~ Alert Richland, Washington Site Area Emergency General Emergency Not Applicable

SUBJECT:

TECHNICAL. SPECIFICATION REQUIRED: SHUTDOWN DUE TO HIGH UNIDENTIFIED LEAKAGE the 1icensee d9clared an Unusual Event as

-a.Atresult 11:30_a.m. PDTinonunidentifi of an increase August-2.4 J988,Id leikage t'o8ailevel above the Technical  !

' Specification limit of 5 gpm. _ At approximate)y 11:15 a.m. the Supply System noticed an

increase in:the unidentified leakage rate. At 11:30 a.m. the level increased above 5 gpm to 6.3 gpm at which point the licensee commenced _a reactor shutdown as required by the Technical Specifications. The unidentified leakage peaked at 9.3 gpm as indicated by the~ reactor building sump flow recorder located in the control room.

As of 2:14 p.m. on August 24 the reactor had been shutdown and the unidentified leakage rate-had correspondingly decreased to approximately 8 gpm. The Supply System is currently monitoring leakage through grab sample every 20 minutes and constantly monitoring the flow recorder. Personnel are in the process of-analyzing the collected

- le ge'to determine if the source is pressure. boundary leakage. However, at this time, censee believes that the source is probably feedwater or condensed steam from the relief valves (SRVs). The licensee has been experiencing SRV leakage for several mo s. The Supply System is currently purging the drywell-in order to prepare for a containment entry. The purpose of this entry will be to determine the source of the Sakage. Iniaddition,La-alanned release within the Technical Specification limit is in L prg ress as a-result of tie purge. .No unplanned release of radioactivity-has occurred.

The licensee has issued a press release and plans to continue with the Unusual Event classification'until the leakage rate decreases.below 5 gpm-or until the source of the leakage-is-determined. The resident inspectors and-Region V.are monitoring the 111censte's-actions to ascertain the source of the leakage.

This information is current as of 2:15 p.m. on August 24, 1988.
