WNP-2 RE0 val.lFICAT10N PROGRAM UPDATE NO. 2 On June 14, 1991, Region V issued Revision !!! to the Confirmatory Action Letter concerning the actions to be taken by the Washington Public Power Supply System subsequent to the unsuccessf ul sinrulator requalification retake examinations performed June 5-6, 1991. Previodsly, a requalification program evaluation was perfonned at WfiP-2 February 26-March 8, 1991 and an operational evaluation was administered March 21-22, 1991. The results of both evaluations were unsatisfactory, in the most recent requalificttion retake examination of three crews 6nd six'een cperators, two of the three crows failet, and three of the operators failed. All three of tne requalification retake examination failures were operators from the group of nine oper6 tors who had previously failed either the requalification examination or the operational evaluation.

The licensee management has agreed in the Confirmatory Action Letter to reevaluate the f Q sistent weaknesses in their operator and crew performance, develop a revised root N /se analysis, and modify their May 16, 1991 corrective action plan which was presented the NRC. In addition, this revision of the CAL clarifies that the licensee will not restart WNP-2 prior to completing action on the significant deficiencies identified through the requalification progr6m evaluation process, nor prior to an operational evaluation of an add'tional crew of operators.

The NRC and the licensee will meet to review the results of this additional analysis by the licen';oe at a date to be arranged next week.

WNP-2 remains in cold shutdown.
