PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-87-08 Date October 26, 1987 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

0FFSITE ARREST OF LICENSED OPERATOR At approximately 11:00 PM (PDT), October 24, 1987, a licensed plant operator (control room supervisor) employee was reportedly arrested by Kennewick City Police Department and charged with Discharge of a Firearm within City Limits, and Reckless Endangerment.

These charges stemed following earlier reports of a domestic disturbance that led to reports of gunshots being fired at approximately 2:45 PM, from the home of the employee. The Tri-City Herald, a local newspaper, reported that the employee's wife and two children had fled the home shortly after police were called. Approximately 10:30 PM, the employee finally surrendered peacefully to police, one hour after letting a 2-man negotiating team enter his hone. When the employee surrendered to the police, he was not armed, ar.d it was unclear if shots had been fired, or if what sounded like gunshots came from another source.

The licensee has suspended the employee's authorization for unescorted access to the l plant protected area. On October 26, 1987, the employee appeared in Benton County '

Municipal Court, pled not guilty and was released on his own recognizance.

Nuclear Plant No. 2 is in mode 1 (98% power).

Local news media coverage has occurred. Region V received notification from the licensee at approximately 11:00 AM (PST), on October 26, 1987, following the licensee's i detennination that this event was reportable. This Prelimkary Notification is issued I for information only and is current as of 2:30 PM (PST), October 26, 1987. The Information Assessment Team has been informed.  !
