Sumary

The review of the requalification program at WNP-2 was performed in accordance with the Pilot Test Program defined in a memorandum from William T. Russell, Director, Division of Human Factors Technology, NRR, dated May 22, 1986. This memorandum stipulated the following requirements:

(1) NRC review and approval of the requalification written examinations developed by the facility.

(2) Parallel grading of the written examinaticn by the facility and NRC

staffs.

(3) Observation of oral / simulator requalification examinations conducted by the facility staff.

Based on the criteria of NUREG-1021, Revision 0, Examiner Standards, the requalification program at WNP-2 was evaluated as satisfactory.

! PROGRAM DETAILS

1. Program Evaluation The requalification program at WNP-2 was evaluated in accordance with the pilot test program defined in a memorandum from William T. Russell, Director, Division of Human Factors Technology, NRR, dated May 22, 1986,

a. Prior Review of Facility Written Examination Required for Satisfactory Rating:

The facility written examination should follow the guidance contained in ES-601 (Rev. 2) with respect to exam format, content, and length.

The WNP-2 requalification written examination was reviewed prior to its administration on February 19, 1987. Region V found this examination to be comprehensive and in general compliance with the Examiner's Standards. The NRC evaluator was present during the written examination to monitor its administration, and replaced specific examination questions addressing recent applicable Licensing Event Reports (LER's) in both the R0 and SR0 examinations. This was done to validate the security of the examinations.

b. Parallel Grading of the Facility Graded Written Examination Required for Satisfactory Rating:

4 Facility graded written examination results shall be within 10% per section of the results reached by NRC examiners l independently grading the same examinations.

All of the WNP-2 recualification written examinations administered by the facility staff were independently graded by NRC Region V examiners. Two Reactor Operators (RO) and five Senior Reactor Operators (SRO) participated in the February 19, 1987, requalification examinations. All NRC graded sections were within 10% of the grades determined by facility staff. On the average, the facility grades for each candidate in each section were between 1% and 2% lower than NRC grades.

i More than 80% of the final pass / fail determinations made by both the facility and the NRC must be in agreement.

All of the WNP-2 and NRC pass / fail determinations were in agreement.

More than 80% of the candidates pass the requalification examination with a grade of 70% or better in each section and 80% or better overall.

All of the candidates passed the February 19, 1987, examinations.

e. Evaluation of the Operating Examinations Required for satisfactory rating:

A subjective evaluation of the facility administered operating tests using the procedures of ES-105 for each facility examiner observed. The facility operating test should conform to an NRC administered operating test in it's comprehensiveness. More than 80% of the facility pass / fail determinations shall be in agreement with NRC determinations.

The simulator scenarios were reviewed prior to the conduct of the simulator examinations on February 17, 1987, to ensure that they were adequate, realistic, and challenging enough for licensee evaluation. Just prior to the oral portion of the operating examination, administered on February 18 and February 20, 1987, the facility staff was presented with oral examination questions which also addressed recent LER's. The facility staff incorporated these into their oral discussions, which were subsequently monitored.

The administration of both the simulator and oral portions of the operating exams by the WNP-2 training department were evaluated for two different operating shifts. Concurrently, two experienced operator perfonnances were independently evaluated. These evaluations were subsequently compared with the parallel facility performance evaluations of these same two operators. This was done to determine the overall competence of the operating shifts, and to determine if individual operator weaknesses are properly evaluated and documented. Two facility staff instructors were independently evaluated while performing examiner duties during the operating examinations in order to determine their ability to evaluate safe operators, which in turn, reflects on the facility instructor certification program.

i The facility administered the simulator portion of the Operating examinations on February 18, 1987, and the oral portion of the Operating examinations on February 20, 1987, in accordance with the guidelines specified in NUREG-1021, Examiner Standards. All of the candidates passed the operating examinations. The facility Operating forms structure and content are virtually identical with their NRC counterparts. The NRC evaluator noted that the fccility administrated oral examinations were significantly longer than their NRC counterparts, as the facility staff examiners covered virtually all subject areas associated with the selected examination systems.

Evaluation: Satisfactory i 2. Program Strengths and Weaknesses No generic weaknesses were found in the facility licensing requalification training program. The overall evaluation of program adequacy was found satisfactory, with notable improvements in simulator fidelity. The Chief Examinar noted that the facility has implemented a continuing, aggressive Simulator Certification Plan, based on ANSI /ANS-3.5-1985 and EPRI criterion, which is committed to maintaining /

improving operational standards. Also, the facility has in place a system of requalification training on recent LER's and PMR's that effect safe plant operation.
