/y August 20, 1987 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PN0-IV-87-38A 3 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV staff on this date.

FACILITY: Arkansas Power & Light Company Licensee Emergency Classification: ,

Arkansas Nuclear One, Unit 1 Notification of Unusual Event i Russellville, Arkansas Alert I DN: 50-313 Site Area Emergency General Emergency X Not Applicable

SUBJECT:

ANO-1 REACTOR CONTAINMENT TEMPERATURES AB0VE NORMAL--STATUS OF AUGMENTED INSPECTION TEAM INVESTIGATIONS (UPDATE)

Preliminary results of initial investigations being conducted by an Augmented Inspection Team (AIT) of the reported high containment temperatures at the Arkansas Nuclear One, Unit 1 facility have substantiated the basis for the Justifications for Continued Operations submitted by the licensee on August 14, I and 18, 1987. Data on environmental qualification of safety-related equipment and instrumentation installed in the high temperature regions has been reviewed, and the basis for the licensee's determination that the expected life of some '

equipment may be reduced have been reviewed and appear to support the licensee's position that no equipment would be expected to have degraded beyond acceptable I life limits. The effect of the increased initial containment temperature on peak post-accident temperatures has been assessed by the licensee to be less than one psi increase; and the effect of the actual temperatures on areas of concrete exposed to temperatures in excess of 150 F have been judged negligible. The AIT will continue to review the bases for these determinations.

Close coordination between the AIT, the Region, and NRR to evaluate the results of the team findings is continuing.

The licensee, Arkansas Power and Light, has contracted with Bechtel Power Company to provide independent evaluations and review of previous work performed to verify the initial AN0 assessments regarding containment temperatures and to provide a more detailed analysis in certain areas (concrete and RB stress analyses). The licensee has also contracted with Schneider Engineering, Inc.' to provide additional manpower and to provide assessment of the initial EQ calculations performed by ANO.

$ $ The reactor is currently operating at approximately 70 percent of full power,
