Event In Reference 2 Detroit Edison submitted its response to the NRC -

Confirmatory Action Letter (CAL) on the December 25, 1993 turbine i event. This response was supplemented by Reference 3 This letter provides additional information related to the walkdowns described in ,

Section V of Enclosure 1 to Reference 3 The discussion of walkdowns in Reference 3 noted that there were some areas in the Turbine Building, containing mainly turbine support >

equipment, that were not covered by the walkdown scope as originally described in Reference 2. Furthermore, it was stated that these areas had subsequently been walked down during a separate effort and that i corrective actions were being evaluated and implemented through the -

normal work control process. .

The discovery by the NRC Senior Resident Inspector of a damaged pipe support for an extraction steam line raised questions concerning the i adequacy of these walkdowns described in the previous paragraph.

After detailed inspection of the support plate it was concluded trat  ;

the condition was not related to the turbine failure event. Further )

investigation discovered that the reason it had not been identified '

during the original walkdowns was because the teams performing some of j these walkdowns did not have sufficient guidance or technical ,

USNRC November 22, 1994 NRC-94-0122 Page 2 expertise. Corrective action, therefore, included another walkdown of all of the areas referred to in Section V of Reference 3 These walkdowns have now been completed and the areas covered are identified in the Enclosure to this letter.

The inspection teams performing these additional walkdowns consisted of a structural engineer, a mechanical / piping engineer and a representative from the Turbine Group. Minor deficiencies noted in the walkdowns were documented and are in the process of being evaluated and corrected as appropriate. With only a few exceptions, these deficiencies do not appear to have been caused by the turbine event. With regard to those exceptions, it is possible that they were the result of the turbine event, however, this is not considered to be significant because they were minor items and would not have compromised the integrity or operability of any of the BOP systems involved.
