APPROVAL OF REVISION 5 OF THE URENCO TECHNOLOGY GUIDE

Dear Chris Schwarz:

By letter dated April 4, 2023, Louisiana Energy Services (LES), LLC dba Urenco USA (UUSA),

submitted Revision 5 of the Urenco Technology Guide (UTG) to the U.S. Nuclear Regulatory Commission (NRC) for its records (ML24016A025). Paragraph 2(a) of the Annex to the Quadripartite Agreement between the United States (U.S.) Government, the United Kingdom, Germany, and the Netherlands (The 1992 Treaty of Washington) discusses management of the UTG, including the U.S. government review and acceptance. Consistent with paragraph 2(a) of the Annex, the NRC is responsible for approving revisions to the UTG. The NRC has conducted its review in consultation with the Department of Energy. On September 19, 2023, the NRC and DOE met with Enrichment Technology Company (ETC) and Urenco at NRC headquarters in Rockville MD. At this meeting, the NRC and DOE reviewed additional data provided by ETC and URENCO in support of the UTG revision. On October 17, 2023, the Department of Energy sent a letter to the NRC recommending Revision 5 be approved for use (ML24024A160). Bases on its review, and receipt of the DOE letter, the NRC approves the revised UTG for use by UUSA.

Additionally, as previously discussed with UUSA, the NRC requests that UUSA add language to its Standard Practice Procedures Plan that commits to only utilizing the most current version of the UTG that has been approved by the NRC. While UUSA is already required to only utilize versions of the UTG that have been approved by the NRC, this would add an additional check and balance to ensure that updated versions get sent to the NRC for approval prior to use.
