VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 - DRAFT SLIDES FOR ADVISORY COMMITTEE ON REACTOR SAFEGUADRDS SUBCOMMITTEE MEETING REGARDING USE OF ACCIDENT TOLERANT FUEL LEAD TEST ASSEMBLIES (EPID L-2022-LLA-0097)

Dear Mr. Brown:

By letter dated June 30, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22181B156 (public) and ML22181B155 (proprietary)), as supplemented by letters dated September 13, 2023 (ML22256A198 (public) and ML22256A197 (proprietary)) January 20 (ML23020A148 (public) and ML23020A147 (proprietary)) and May 5, 2023 (ML23125A269), Southern Nuclear Operating Company, Inc. (SNC, the licensee),

requested changes to the technical specifications (TSs) and exemptions for the Vogtle Electric Generating Plant (Vogtle), Units 1 and 2.

The proposed amendments and exemptions would allow the use of four Accident Tolerant Fuel (ATF) Lead Test Assemblies (LTAs) to be placed in limiting core locations for up to two cycles of operation in Vogtle, Unit 2. The proposed amendments would revise License Condition 2.D and the following TSs: (1) TS 3.7.18, Fuel Assembly Storage in the Fuel Storage Pool, (2) TS 4.2.1, Fuel Assemblies, and (3) TS 4.3, Fuel Storage. SNC plans to install the four ATF LTAs in Vogtle, Unit 2, in the spring of 2025, for up to two cycles of operation.

Enclosed for SNCs review and comment, on any proprietary information, is a copy of the U.S.

Nuclear Regulatory Commission (NRC) staffs slides for the Advisory Committee on Reactor Safeguards subcommittee meeting, to be held on June 21, 2023, regarding ATF LTAs for the Vogtle, Units 1 and 2.

Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), the NRC staff has determined that the enclosed draft slides do not contain proprietary information.

However, the NRC staff will delay placing the draft slides in the public document room for a period of ten working days from the date of this letter to provide SNC the opportunity to comment on any proprietary aspects. If you believe that any information in the enclosure is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. After 5 working days, the draft slides will be made publicly available.
