SHINE TECHNOLOGIES, LLC - REVIEW OF THE PHYSICAL SECURITY PLAN IN SUPPORT OF AN OPERATING LICENSE FOR A MEDICAL RADIOISOTOPE PRODUCTION FACILITY

Dear Dr. Piefer:

By letter dated July 17, 2019 (Agencywide Documents Access and Management System Accession No. (ML19200A030 - cover letter only), supplemented by letter dated October 30, 2020 (ML20311A124 - cover letter only), revised by letter dated April 30, 2021 (ML21130A632 - cover letter only), and as revised by letter dated October 12, 2021 (ML21287A016 - cover letter only), SHINE Technologies, LLC (SHINE) submitted the physical security plan (PSP) for the protection of special nuclear material (SNM) for the SHINE Medical Isotope Production Facility.

As part of the operating license application review, the U.S. Nuclear Regulatory Commission (NRC) staff reviewed and evaluated SHINEs PSP dated October 12, 2021. Based on its review, the NRC staff has determined that SHINEs PSP, titled SHINE Physical Security Plan, Revision 2, dated October 12, 2021, is in compliance with the applicable regulations contained in Title 10 of the Code of Federal Regulations Part 73, Physical Protection of Plants and Materials, referenced in Regulatory Guide 5.59, Standard Format and Content for a Licensee Physical Security Plan for the Protection of Special Nuclear Material of Moderate or Low Strategic Significance.
