NOTICE OF AVAILABILITY OF ENVIRONMENTAL IMPACT STATEMENT SUPPLEMENT RELATED TO THE OPERATING LICENSE FOR THE SHINE MEDICAL ISOTOPE PRODUCTION FACILITY (DOCKET NUMBER: 50-608)

Dear Daina Penkiunas:

The U.S. Nuclear Regulatory Commission (NRC) has completed Supplement 1 to NUREG-2183, Environmental Impact Statement Related to the Operating License for the SHINE Medical Isotope Production Facility, regarding the SHINE Medical Technologies, LLC (SHINE) operating license application for the SHINE Medical Isotope Production Facility (SHINE facility). Supplement 1 to NUREG-2183 is being issued in accordance with the National Environmental Policy Act of 1969, as amended (42 U.S.C. 4321 et seq.) (NEPA), as part of the NRCs process to decide whether, under the provisions of title 10 of the Code of Federal Regulations part 50, to issue a license to SHINE to operate the SHINE facility for a period of 30 years.

By letter dated July 8, 2022, the NRC submitted a copy of the draft of Supplement 1 to NUREG-2183 to your office. As discussed in our July 8, 2022 letter, the NRC is complying with Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA),

through the NEPA process in accordance with 36 CFR 800.8(c). As documented in the draft of Supplement 1 to NUREG-2183, in the context of NEPA, the NRC determined that the impacts on historic and cultural resources from the operation of the SHINE facility would remain small. Under the provisions of the NHPA, the NRC determined that there would be no effect to historic properties. In finalizing Supplement 1 to NUREG-2183, the NRC did not identify any new information that would change these findings.
