SHINE MEDICAL TECHNOLOGIES, LLC - NOTICE OF AVAILABILITY OF DRAFT ENVIRONMENTAL IMPACT STATEMENT SUPPLEMENT RELATED TO THE OPERATING LICENSE FOR THE SHINE MEDICAL ISOTOPE PRODUCTION FACILITY (DOCKET NO. 50-608)
Dear Dr. Piefer:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed draft Supplement 1 to NUREG-2183, Environmental Impact Statement for the Construction Permit for the SHINE Medical Radioisotope Production Facility, issued October 2015, in response to the SHINE Medical Technologies, LLC (SHINE) request for a license to operate the SHINE Medical Isotope Production Facility in Janesville, Wisconsin. The NRC staff has issued a Federal Register (FR)
Notice of Availability (87 FR 40868) to advise the public that the draft supplement is publicly available from the NRCs Agencywide Documents Access and Management System (ADAMS).
ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html. The ADAMS accession number for the draft supplement is ML22179A346. In addition, the draft supplement will be available to the public near the site at the Hedberg Public Library, 316 South Main Street, Janesville, WI 53545.
As discussed in chapter 4, Conclusions, of the draft supplement, the NRC staffs preliminary recommendation, unless safety issues mandate otherwise, is that the operating license be issued as proposed. This recommendation is based on: (1) the application, including SHINEs supplemental environmental report; (2) consultation with Federal, State, Tribal, and local agencies; (3) the staffs independent review; and (4) the consideration of public comments.
A virtual public meeting will be held to present an overview of the draft supplement and to accept public comment on the draft supplement. An NRC meeting notice will be published to provide more details about this public meeting. A copy of the meeting notice will be posted to the NRC website at https://www.nrc.gov/pmns/mtg.
A separate Notice of Availability of the draft supplement will be placed in the FR through the U.S. Environmental Protection Agency (EPA). The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the FR.
