In its Reference 1 letter, Florida Power & Light Company (FPL) notified the U.S. Nuclear Regulatory Commission (NRC) that it intends to submit a Subsequent License Renewal Application (SLRA) for the Operating Licenses for St. Lucie Nuclear Generating (St. Lucie) Units 1 and 2. Pursuant to NRC regulations set forth in 10 CFR Parts 50, 51, and 54, FPL, owner and licensee for St. Lucie Nuclear Plant (PSL) Units 1 and 2 (Facility Operating Licenses DPR-67 and NPF-16, respectively), hereby applies for the subsequent renewal of the Facility Operating Licenses for PSL Units 1 and 2. By this SLRA, FPL seeks to extend the term of each operating license by 20 years beyond its current expiration date. This application also seeks renewal of the source material, special nuclear material, and by-product material licenses that are subsumed in or combined with each of the Facility Operating Licenses.

The current renewed Facility Operating License for PSL Unit 1 expires on March 1, 2036. The current renewed Facility Operating License for PSL Unit 2 expires on April 6, 2043. 10 CFR 54.17(c) requires that an application for a renewed operating license not be submitted earlier than 20 years before the expiration of the license currently in effect. Because this SLRA for both units is being submitted earlier than 20 years before the renewed facility operating license for St. Lucie Unit 2 expires, an exemption to the above 20-year requirement was requested (Reference 2) and approved (Reference 3).

The PSL SLRA is submitted in accordance with the applicable requirements of 10 CFR Part 54, 10 CFR Part 50, and Subpart A of 10 CFR Part 51. This application meets the timeliness requirements of 10 CFR 2.109(b)

and 10 CFR 54.17 (c) and provides appropriate administrative, technical and environmental information sufficient to support the NRC findings required by 10 CFR 54.29.

This application has been prepared, to the extent practicable, in a format compatible with NUREG-2192, "Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants,"

Regulatory Guide 1.188, Revision 2 "Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses," and the guidance provided by Nuclear Energy Institute (NEI) 17-01, "Industry Guideline for Implementing the Requirements of 10 CFR Part 54 for Subsequent License Renewal."

The SLRA consists of five enclosures and associated attachments prepared, to the extent practicable, to conform to the NRC's Gttidance for Electronic Sttbmissions to the NRC dated May 18, 2017 (Revision 8).

Enclosures 1 through 4 are publicly available, with Enclosure 5 containing the proprietary portion of the SLRA, that is requested to be withheld under 10 CFR 2.390. Enclosure 3 does not contain interactive links to related information. The identical version of Enclosure 3 containing interactive links will be a future submittal.

Enclosure 5 contains information proprietary to BWX Technologies, Inc., Flowserve Corporation, Framatome, Inc., and Westinghouse Electric Company LLC supported by Affidavits executed by these vendors, the owners of the information. The Affidavits contained in Enclosure 2 set forth the basis on which the Enclosure 5 information may be withheld from public disclosure by the NRC, and address with specificity the considerations listed in paragraph (b)(4) of 10 CFR 2.390. Accordingly, it is respectfully applied for that the information that is proprietary to these vendors be withheld from public disclosure in accordance with 10 CFR 2.390. Correspondence with respect to the copyright or proprietary aspects of the vendor information or Affidavits should be addressed to the vendor representative identified in the respective Affidavit.
