Provided as Enclosures to this letter are copies of two responses to violations of the National Pollutant Discharge Elimination System (NPDES) Pemiit for the San Onofre Nuclear* Generating Station (SONGS). These violation responses, which were originally submitted to the San Diego Regional Water Quality Control Board, are being provided to the NRC as required by the SONGS Environmental Protection Plan, Section 3.2. The Environmental Protection Plan is Appendix B to the SONGS Units 2 and 3 Operating Licenses.

On July 16, 2019, SONGS.had an exceedance of the Oil and*Grease daily instantaneous maximum limit. The response to the resulting NPDES pem,it violation is provided in Enclosure 1.

On March 24, 2020, the onsite sewage treatment plant experienced an unexpected influent and potentially release between 6,000 and 7,000 gallons of partially treated sewage into the Pacific Ocean.

The response to the resulting NPDES permit violation is provided as Enclosure 2.

B.elow is a written summary of the event and 99~~tive actions w~ hav:~ implemented to comply with our NPPES permit (CA0109282). -

Due to an influx of appi;-oxitnately 20,000 gaj.lons of unknown.influent after work h9urs on 24 March 2QZO, the STP was overwhelmed and potentially released between 6,000 and 7,000 -

gallons of partially treated sewage wastewater to the Unit 2 ocean con4uit. Prior to release to the conduit, this effluent was diluted wit4 salm:ater (minimum 10:1 ratio as req,uired by the NPDES Permit) ~d then dlsc~ed through the mile-long cond:uit into the oooµi. Bas~ on 'the STP state-certified operator's (Integrated Performance Consultants, registration number CO 0083) discharge records for the peri.Qd of noncompliance is estimated to be frqm 0530 to 0730 hours0.00845 days <br />0.203 hours <br />0.00121 weeks <br />2.77765e-4 months <br /> on 25 March 2020. ..

  • The operator from IPC isolated the effluent pumps to prevent further release of potentially non-complaµuµit effluent to the efil.uent basin.
  • The effluent pum~ were secured in the off position.
    • To minimize influent quantity, the trajlsfer,pumps at_the Mesa we~ turned off and the site bathrooms were close4. Portable toilets/sit:;tks were mobilized to the site.
  • On 27*March 2020 removed approximately 50,000 ga,llons of wastewater from the STP digester and aeration tanks to three temporary Baker Tanks.

  • On 28 March 2020 plaped the effluent into recirculation mode and began bi.ological process recovery at the STP.. This e:rfort is expected for 5-10 days and the site bathrooms were placed back in service on 49 March 2020. * -
  • We continue to inyestigate the_soure:e _of the 20,00o+ gallon influx flow ~d it is unknown at this time. The area has receiv~ coD:Siderable rain ove{'. the last-few we;eks.

The STP -influent and effluent-~ainples will be monitored to confirm compliance with the NPDES perpiit limits pri9r tp pl{lCmg _the STP back.in service. In the meantime, the operator will continue to monitor th~ perfonruui_~ of the STP and make the necessary adjustments to ensure ongoing compliance.

Corrective actions cnrren~ be~g evaluated:

  • Imprqve timing of alarm notifications to the STP operator IPC, such as use of a telephonic al.aim dialer. *
  • Repair minor annular gaps in cli~9-er walls within the STP to minirnire the commingling of digested sludge with the influent -
  • Evaluate alternate mfl_uentpUIIip co~~ls from a "~d" pumping system. to a "dosing" coxwguration.
