44471 Tyrone Ter Ashburn, Virginia, 20147 Email: SVMDuggan@AOL.COM General Comment As we consider the request to renew the operating licenses of the North Anna Nuclear power plants it is imperative that we consider the approval processes that were required upon initial license issuance and why they were so important 40 years ago.

The owners/operators of the system were required to demonstrate the efficacy and safety of the system then.

These systems boasted a life expectancy of 40 years. While they have already exceeded this longevity they have since been granted a 20 year extension. This extension has, as you are surely aware, granted a license to continue to operate for a period of half again over their safety design limitations.

All machines on this earth have a life span as do us humans. Even geology has a life span as evidenced by the 2011 earthquake. Every tectonic plate is constantly in motion albeit at very slow rates. It is likely due to this that the aforementioned earthquake caused these reactors to shut down. Even more worrisome than the fact that the stresses from this event exceeded the design specs is the fact that these structures are located over a fault line. This increases the likelihood of another seismic event. Ergo it also demands more from the operators of these facilities.

whole these assurances as a prerequisite to license renewal:

- An even more rigorous safety standard be in place

- An even deeper Environmental Impact Study than the initial one. It must be conducted and published assessing not only the total structural and functional integrity of the facilities and support mechanisms but also future plans for when this happens again. This must be far more comprehensive than the initial EIS that was done before the earthquake damage.

- A total inspection of all undergirding support structures of these facilities and dams

- A thorough updating of the public warning systems and evacuation plans

- An upgrade plan for replacing failing equipment to include all escrows and financing necessary to execute the plan

- A realistic commitment to the expected remaining life span of the equipment currently in use

- Commit to a plan of action when these limits are reached

- Commit to regular communications with the public regarding every aspect of operations to include every item on these lists and the progress towards attaining them There is so much more that must be demanded of the owners/operators of these facilities prior to considering the renewal of these licenses. The items listed above is surely only a partial list. With your expertise it is likely you can augment and improve these. We, the affected citizens, demand that you faithfully execute your charges and complete the list of requirements to be fulfilled to the satisfaction of both your standards and the concerns of the citizens.

It must only be after each and every item on this list has been demonstrated to be satisfied that you can initiate any consideration of license renewal.
