ANNUAL REPORT OF REGION lll RESPONSE TO STAFF ACTIONS RESULTING FROM THE DIAGNOSTIC EVALUATION .

AT QUAD CITIES NUCLEAR POWE9 STATION I am writing to provide Region lil's (Rill) annual update o' ine status of assigned tasks from th9 referenced memoranda. In addition to the s%rf action items, we issued Rill >

Inspection Report (IR) 50 254/265 94004 in March 1994 to track individual findings of the DET to completion. -The attachment provides the current status of those findings.

Inspection efforts at Quad Cities continue to focus on areas of engineering and maintenance performance weaknesses. Current issues at Quad Cities include plant material condition, work control, root cause effectiveness, and corrective actions, in addition, station progress on improvement initiatives are continuously evaluated by our resident inspection staff (N +1) and region based specialists. The Quad Cities Focus -

Group initiative, discussed in the November 1994 update, was disbanded in October 1996 in order to better focus Rlliinspec an resources. Specific DET follow up items identified in Attachment 1 will continue to be audited as a matter of rcutine follow up.

The current status and schedule of staff actions assigned to Region 111 are summarized below.

Issue 1: Adequacy of ASME Section XI Pump and Valve Testing Program. The inservice Test (IST) program has shown some improvement due to recent program revisions as discussed in inspection Report 50 254/265 95004, dated July 6, 1995. However, the licensee has not yet fully implemented the planned revisions.

The licensee reduced the number of IST and non-IST components with vibration measurements in the alert range. Closecut of the remaining portions of this item is planned for. December 1996.

, J. M. Taylor 2-Issue 9: Quad Cities SEP Action Plan Not Yet Developed. Action inw were developed to evaluate and assign priorities to the Dresden Unit 2 by.witic Evaluation Program (SEP) issues identified as applicable to Quad Cities. The licensee stated in a November 1,1995, letter that all Quad Cities SEP action items were complete as of June 15,1995. Our review of the licensee's completed actions was necessarily delayed by assignment of our principle inspector to the i agency's recent inspection effort at Maine Yankee Final review of this issue is in l progress and expected to be completed this year.

As stated in Mr. Jordan's memorandum referenced above, a written status report will be provided by the end of October each year on the disposition of each item assigned to Rill.
