Dear Mr. Bennish:

This is in response to your letter dated June 5,1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), all security inspection reports for the University of Missouri reactor facility in Columbia, Missouri.

A copy of the document listed on the enclosed Appendix A is enclosed, and c copy is being placed in the NRC Public Document Room (PDR).

Portions of the documents listed on the enclosed Appendix B are being withheld from public disclosure pursuant to Exem 552(b)(3) and (4)) and 10 CFR 9.5(a)(3)ptions and (4) of (3) the and (4) of theregulations.

Comission's F0IA (5 U.S.C.

The withheld information consists of unclassified safeguards information and information which identifies procedures for safeguarding licensed special nuclear material. The statutory authority for withholding unclassified safeguards information is found in Section 147 of the Atomic Energy Act (42 U.S.C. 2167). The information which identifies procedures for safeguarding licensed special nuclear material is considered commercial or financial (proprietary)informationpursuantto10CFR2.790(d). Copies of the rsonexempt portions of these documents are enclosed and are being placed in the PDR.

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld'is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Mr. James G. Keppler, Regional Administrator, Region III.

This denial may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Comission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."

This refers to the routine safeguards inspection conducted by Mr. G. L. Pirtle of this office on March 4-7, 1,985, of activities at the University of Missouri (Columbia) Research Reactor authorized by NRC Operating License No. R-103 and to the discussion of our findings with you and members of your staff at the conclusion of the inspection.

l The enclosed copy of our inspection report identifies areas examined during the inspection. Within'these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and

interviews with personnel.

No items of noncompliance with NRC requirements were identified during the  !

course of this inspection.

Areas examined during the inspection concern a subject matter which is exempt l' from disclosure according to Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations. Consequently, our report of this. inspection will not be placed in the Public Document Room.
