Gentlemen:

This refers to the physical protection inspection conducted by

Mr. D. M. Carlson of this office on September 22-23, 1975, of

activities authorized by NRC licenses No. R-103 and No. SN':-247

and to the discussion of our findings with Messrs. P. Keenan, D.

Alger and C. Julian at the conclusion of the inspection.

The area examined during this inspection was your program fer

protecting against industrial sabotage and safeguarding special

nuclear material pursuant to applicable provisions of 10 CFR Part 50, " Licensing of Production and Utilization Facilities;"

Part 73, " Physical Protection of Plant and Materials;" and specific

requiremente of NRC Licenses No. R-103 and No. SNM-247.

this area, the inspection consisted of selective examinaticas

of procedures and representative records, interviews with person-

nel, and observations by the inspector.

No items of noncompliance with NRC requirements were identified

within the scope of this inspectien.

Areas examined during the inspection concern a subject matter

which is exempt from disclosure according te Section 2.790 of

the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations.

Consequently, our report of this inspection (IT

Inspection Report No. 050-186/75-03 and No. 070-270/75-02) will

not be placed in the Public Document Room.
