Gentlemen:

This refers.to the Physical Protection Inspection conducted by Messrs.

T. J. Madeda and J. J. Dunleavy of this office on December 6-8, 1977,

of activities at the Research Reactor Facility authorized by NRC

License No. R-103 and to the discussion of our findings with you and

other acmbers of your staff at the conclusion of the inspection and

I during a telephone conversation with J. Schlapper of your staff on

December 12, 1977.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, :he inspection consisted

of a selective examination of procedures and cepresentative records,

observations, and interviews with personnel.

During this inspection, certain of your activities appeared

te be in noncompliance with NRC requirements, as described

in the enclosed Appendix A.

This notice is sent to y a pursuant to the provisions of Section

2.201 of tue NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations. Section 2.201 requires you to submit to thin

office within t.wenty days of your receipt of this notice a written

statement or explanation in reply, including for each item of non-

compliance: (1) corrective action taken and the results achieved;

(2) corrective action to be taken to avoid further noncompliance;

and (3) the date when full compliance will be achieved.

enclosure to this letter vill not be placed in the Public Docurent

Room. Therefore, your statenant of corrective action regarding the

noncompliance identified in the enclosure should be submitted as a

separate enclosure to your transmittal letter.
