Gentlemen:

This refers to the physical protection inspection conducted by

Messrs. D. M. Carlson and J. E. Foster of this of fice on March 16

and 17, 1976, of activities at the Research Reactor Facility

authorized by NRC License No. R-103 and to the discussion of our

findings with you and others of your staff at the conclusion of

the inspection.

The inspection was an examination of activities conducted under

your license as they relate to your prograr for protecting

against industrial sabotage and safeguarding special nuclear

material to comply with the Commission's rules and regulations

and conditions of yaur license. The inspection consisted of

a selective examination of procedures and representative

records, observations, and interviews with personnel.

During this inspection, certain of your activities appeared

to be in noncompliance with NFC requirements, as described

in the enclosure to this letter. The inspection showed that

action had been taken to correct the identified noncompliance

and to prevent recurrence. Consequently, no re;)1y to this

noncompliance is required and we have no further questions

regarding thi:- matter at this time.

, Areas examined during the inspec t ion concern a subjec t matter

which is exempt fron disclosure according to Section 2. 790(d) of

the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Pegulations. Consequently, our report of this inspection (IE

Inspection Report Na. 050-186/76-01) and the enclosure to this

letter will not be placed in the Public Docawnt Room.
