PILGRIM STATUS REPORT FOR THE PERIOD AUGUST 28, -

SEPTEMBER 10, 1986 Enclosed is the Pilgrim bi-weekly status report from the NRC Resident Office at Pilgrim. Two NRC Resident Inspectors monitored routine activities at the plant during the report period. The reactor remained in cold shutdown through-out the period for maintenance.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities. Subsequent in-spection reports will address many of these topics in more detail.

C ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD AUGUST 28, - SEPTEMBER 10, 1986 1.0 Plant Status As of 8:00 a.m. on September 10, 1986, the reactor was in cold shutdown with moderator temperature about 110 degrees Fahrenheight.

2.0 Facility Operations Summary The plant has been shut down for maintenance, and to make program improve-ments since April 12, 1986. An announcement made by Boston Edison announced on July 25, 1986 indicates that the present outage will continue until early 1987 and will include refueling of the reactor.

3.0 Items of Special Interest Unmonitored Truck During the current report period, the NRC reviewed the following incident.

On August 20, 1986, a truck loaded with loose sand, gravel, and asphalt material left the site without having the truck contents properly surveyed for radioactive contamination. The truck returned to the site and the truck contents were surveyed for radioactivity before being unloaded.

Very low levels of contamination were detected on some of the material.

This material will be stored on site pending proper disposal. The inci-dent violated the licensee's survey policy for material leaving the site which requires that all such material be monitored to prevent the inadver-tent release of radioactive material. In response to the incident, the licensee has given additional training to site personnel and added the survey requirements to site procedures. The NRC is continuing its followup.

Residual Heat Removal and Core Spray Pump Inspection Progress The low pressure emergency core cooling pumps at Pilgrim include four Residual Heat Removal (RHR) and two Core Spray (CS) pumps. Boston Edison previously announced that all four RHR pumps would be disassembled and inspected. Two of the four pump inspections have been completed, with no significant problems identified. Inspection of the remaining two RHR pumps should commence in the near future.

. Enclosure 2 During this report period, Boston Edison expanded the scope of the inspection effort to include the two core spray pumps. One of the two CS pumps has been disassembled and component examinations are in progress.

As part of the inspection, the licensee disassembled several valves associated'with the pumping system. One valve, a check valve installed in the pump test line, was found to have mechanically failed. Because the valve was located in the test line, its failure would not have affected the ability of the CS pump to supply cooling water to the reactor vessel. The licensee is currently evaluating the failure cause and any other possible effects of the failure.

NRC Management Meeting On September 9, 1986, the Administrator of NRC Region I and other NRC officials toured the Pilgrim site and held a four-hour management meeting with the President of Boston Edison Company and other licensee managers.

The meeting was held at the licensee's training facility in Plymouth, Massachusetts. The status of licensee corrective action programs as well as other topics of NRC interest were discussed. Massachusetts State Senator Kirby, State Representative Foreman, and representatives of the Massachusetts Department of Public Utilities also attended the meeting.

The meeting topics and discussions will be summarized in an NRC inspection report.

4.0 NRC Staff Status during the Period Two NRC Resident Inspectors monitored plant activities between August 28, and September 10, 1986. The resident inspector staff at Pilgrim during the report period consists of the following:

Martin McBride, Ph.D. --- Senior Resident Inspector Jeffrey Lyash --- Resident Inspector A routine inspection of block wall modifications and seismic stress analysis is being conducted by an NRC Specialist inspection during the week of September 8 - 12, 1986.
