APPENDIX B NOTICE OF DEVIATION Sacramento Municipal Utility District Docket No. 50-312 P. O. Box 15830 License No. DPR-54 Sacramento, California 95813 As a result of the inspection conducted between March 23 to March 27, 1987, a deviation from your commitments to the NRC was identified. In accordance with the General Statement of Policy and Procedure for NRC Enforcement Policy, 10 CFR Part 2, Appendix C (1987), the following deviation was identified:

A. Rancho Seco FSAR, Section 9.7.3.6 - Codes, Standards, Tests, paragraph 4, states: "The essential air filtration unit is designed and constructed in accordance with the requirements of Regulatory Guide 1.52."

Regulatory Guide 1.52, March 1978, Section 5, paragraph 4, "The use of silicone sealants or any other temporary patching materials on filters, housing, mounting frames or ducts should not be allowed."

Contrary to the above, at the time of the inspection, the Essential Air Filtration System had silicone sealants applied to the housing, mounting frames and ducts.

This is a Deviation.

Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region V, and a copy to the NRC Resident Inspector, in writing within 30 days of the date of this Notice, the reason for the Deviation, the corrective steps which have been taken and the results achieved, the corrective steps which will be taken to avoid further Deviations, and the the date when your corrective actions will be completed.
