Dear Mr. Meyers:

Governor James R. Thompson, on behalf of the State of Illinois, has submitted a proposal to assume, through an agreement with the NRC, certain of the Commission's regulatory authorit byproduct material as defined by Section 11e(1)y over the use of of the Act, source material, small quantities of special nuclear material and low-level radioactive waste disposal pursuant to section 274 of the Atomic Energy Act of 1954, as amended.

Enclosed for your information is a copy of a notice initially published in the Federal Register on December 31, 1986 describing Illinois' progran for the assumption of these regulatory responsibilities. Public comments are invited within 30 days of the initial publication.
