We basically agree with your suggestions to Region III for action on these requests, specifically, Region III should renew the license without the requested storage amendments.

As background, the target date for a Section 274b Agreement with Illinois is now Herch 1,1987. We therefore recoerend Region II complete the renewal action. With respect to ADCO's amendment raquest, i

our review noted that ADC0 did not submit an environmental report (see item 3(bcd), p.2 of ADCO's July T 1986 letter). Therefore, no actice can be taken on the amendment request by NRC until this document is receivt.d. Fe recommend that Region III then follow 10 CFR 51 (e.g.,

preparation of an environmental assessment and other actions as appropriete). When the Illinois agreement becomes effective, the files l

on this action can be transferred to Illinois for final action bv th::

7 State. Illinois regulations do contain requirements for environental reports that could be applied to this case (see our suggested changes to your memo to Axelson).

I plan to meet with Region III licensing staff in early January to i

discuss their plans for wrapping up licensing actions in preparation for the Illinois agreement. If there are any questions concerning this or other Illinois licensing cases that need our attention, please let me i
