Byron Nuclear Power Stations Units 1 and 2 Byron Sta tion Security Plan NRC Docket Nos. 50-454 & 50-455 TAC Nos. 65282/65283 in July of this year, Comed revised its Security Organization to reflect a change from an on-site reporting function to an off site centralized organization.
The Security Plan was revised and was in the process of being submitted to the NRC per the requirements of 10CFR 50.54(p). On September 3,1997 Comed realigned its Nuclear Operating Division's organizational structure to continue its focus on operational safety and performance improvements.
As a result, the Organizational Chart in the Security Plan was inaccurate and required a revision to properly depict this new realignment. While the July 1997 revision identified an "off-site" reporting structure, the September realignment will require a " title block" char:ge only, We have concluded that both these changes do not decrease the Safeguards effectiveness of the Security Plan and to submit an Organizational Structure that was incorrect would not be prudent. Therefore, we will submit the current structure to you by November 3,1997.
Additionally, the Vehicle Barrier Systems (VBS) drawing, #5A that was revised to depict the "as built" configuration which had been reviewed and approved by NRC Regional and NRR person:tel was scheduled to be submitted with the July Revision.
This drawing will also be included with the submittal that will be sent to you by November 3,1997.
