Byron Nuclear Power Stations Units 1 and 2 Byron Station Security Plan NRC Docket Nos. 50-454 & 50 455 TAC Nos. 65282J652&3 Enclosed are the original and three (3) copies of Revision 42 of the Byron Nuclear Power Station Security Plan.

This submittal addresses the issues identified in Mr. Robert A. Capra's letters of January 24,1995 and February 8,1995 in response to Revision 40 and 41 respectively.

Specifically, the following chances are being submitted:

Chapter 5 - The hatches on top of the refueling water storage tanks have been welded to preclude access.

Chapter 7 - Clarifies that a " guard" will process vehicles for access at secondary Protected Area gates.

Chapter 8

" Environs" has been removed as an identifiable alarm.

Conversation between Region 111 Secunty Plan Reviewer (Safeguards Section) and Comed Corporate Secunty have resolved the remaining issues identified without the necessity for further plan changes.

letter and two copies of the Security Plan revisions are being sent to Region Ill.

We have concluded that these changes to not decrease the safeguards effectiveness of the plan. These enclosures contain Safeguards information which must be protected from public disclosure pursuant to 10CFR 73.21.
