  • ENCLOSURE 1 NOTICE OF VIOLATION Tennessee Valley Authority Docket Nos. 50-259, 50-260, and 50-296 Browns Ferry 1, 2, and 3 License Nos. DPR-33, DPR-52 and DPR-68 During the Nuclear Regulatory Commission (NRC) inspection conducted on October 1-31, 1986, a violation of NRC requirements was identified. The viola-tion involved failure to annually report changes to procedures per 10 CFR 50.59(b). In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

10 CFR 50.59(b) requires that the licensee shall maintain records of changes in procedures to the extent that such changes constitute changes in proce-dures as described in the safety analysis report. Additionally, the licensee shall furnish to the appropriate NRC Regional Office annually or at shorter intervals a report containing a brief description of such changes including a summary of the safety evaluation of each.

Contrary to the above, the licensee failed to submit a brief description of the changes made to procedures as described in the safety analysis report during 1984 and 1985. Although the licensee's annual report for these two years stated that various procedures as described in the safety analysis report were revised, the report did not specify these changes or include a summary of the safety evaluation for each.

This is a Severity Level V Violation (Supplement I) and is applicable to all units.

Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this Office within 30 days of the letter transmitting this Notice a written statement or explanation in reply 1rcluding: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
