i NOTICE OF VIOLATION Tennessee Valley Authority Docket Nos. 50-259, 50-260, and 50-296 Browns Ferry 1, 2, and 3 License Nos'. DPR-33, DPR-52, and DPR-68 During the Nuclear Regulatory Commission (NRC). inspection conducted on July 1-31, 1987, one violation of NRC requirements was identified.
The violation involved failure to follow procedural requirements in maintenance of a current and correct inventory.of byproduct material. In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is ifsted below:
Technical Specification (T.S.) 6.6 requires that the licensee maintain
.i complete and current accountability records of byproduct material on record. Browns Ferry Site Director Standard Practice (SDSP) 23.2 imple-

ments this license requirement.
Contrary to the above, the licensee failed to follow SDSP 23.2 require-ments in maintaining complete and current accountability records of site by product material.
Several examples ara noted below:
(1) Eighteen Strontium 90 five microcurie sealed (a non-exempt quantity) l sources, one Americium 241 source, and one Cobalt 60 source were discovered not to be on any licensee inventory record.
(2) Source Inventory record' documentation was not as required by SDSP 23.2 in that:
(a) Various source serial numbers were not recorded.
(b) Various receipt / manufacture dates were missing.
(c) A CS137 (Serial #CS-9497) source was listed as a 40 microcurie source on the inventory list when it was actually a 40 milli-curie source.
(d) Four storage location designations were in error and had been incorrectly listed for an extended period on the inventory records.
(e) The Plant Manager was not informed of source inventory discrepancy discovered January 29, 1987, as required by Section 9.1.8 of SDSP 23.2.
(3) A Strontium 90 (6 millicurie) source accountability, transfer and/or disposal record could not be located to evaluate the sealed source's integrity prior to its disposal.
Due to unavailable records, the licensee's compliance with regulatory - reporting requirements of T.S. 4.8.E.2, could not be determined. The licensee's record search of by product material indicates that this source had been disposed of in the fall of 1984.
This is a Severity Level IV Violation (Supplement I) and is applicable to all units.

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective i
steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
