REVISED INTERIM APPROVAL OF THE INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES - JOSEPH M. FARLEY NUCLEAR PLANT, UNIT 1 (TAC NO. 67559)

The NRC staff and its consultants, EG&G Idaho, have performed an initial review of the Joseph M. Farley Nuclear Plant, Unit 1, (Farley Unit 1) Pump and Valve Inservice Testing (IST) program.for the second ten year interval, which the licensee submitted by letters dated May 27, September 30, November 20, 1987 and March 17, 1988. We conclude that the IST program is reasonably complete with respect to all components required to br in the program.

Our interim approval letter, dated December 10, 1987, concluded that the IST program was reasonably complete with the exception of the relief requests related to the testing of 23 chack valves located in the high and low head safety injection systems.

By your letter dated March 17, 1988, you comitted to a sample disassembly inspection program for 21 of the 23 valves, in agree-ment with the NRC staff position on the applicable relief requests.

The NRC staff agrees that the remaining two valves do not need to be included in the IST program. At this time, we have identified no inconsistencies; and, on this basis, we have determined that extending the interim period of relief is appropriate until the staff can complete its safety evaluation of the program.

Since this interim approval does not represent the results of the final program review, the final Sa'fety Evaluation (SE) could contain relief request denials or ' identify components that should be added to the Farley Unit 1 IST program. We expect to issue the final SE in the near future.

The staff has determined that pursuant to 10 CFR 50.55a(g)(6)1, granting the revised interim approval for the reliefs, as disceMed above, for the Farley Unit 1 IST program for the second ten year interval is authorized by law and will not endanger life or property or the comon defense and security.
