Joseph M. Farley Nuclear Plant - Units 1 and 2 Snubber Surveillance Requirements Technical Specification Change The Technical Specifications for Farley Nuclear Plant Units 1 and 2 currently incorporate a visual inspection frequency table for surveillance of safety-related snubbers that was developed by the NRC as part of the Standard Technical Specifications in 1975. This table is based on the assumptions and mathematics cited in the " Note to Dennis L. Ziemann" from Mr. Joseph Sapir, Operating Reactors Branch #2, Division of Reactor Licensing, dated March 1, 1975. This document establishes specific statistical goals which were combined with an assumption of small population to generate the existing Technical Specifications. Farley Nuclear Plant utilizes a larger population which results in an overly conservative achievement of the NRC goal. Therefore, Alabama Power Company feels that current Technical Specification requirements for visual inspection of safety-related snubbers are overly conservative and result in excessive surveillance requirements.

Alabama Power Company therefore proposes that the Technical Specification requirements.for visual inspection of safety-related snubbers be revised to '

' increase the allowable time interval between visual surveillances when the snubber system is operating at a high level of dependability. This r i modification to the surveillance requirements will provide adequate U assurance of' system operability while reducing manpower demands and worker radiation exposure. Also included in this proposed change is the removal of gh instructions for visual snubber inspections following initial power g\gt,g6 operation. These instructions are no longer applicable for Farley Nuclear Plant Units 1 and 2. [

  1. 'g Mr. L. S. Rubenstein September 2,1986 U. S. Nuclear Regulatory Commission Page 2 Attachment I lists the changed Technical Specification pages and includes the proposed changed pages. Alabama Power Company has determined that the proposed change does not involve a significant hazards consideration. The required analysis, pursuant to 10CFR50.92, is provided as Attachment 2. The technical basis for the proposed change is included as Attachment 3. It is requested that the NRC approve this change by February 27, 1987. In addition, it is requested that this amendment be made effective immediately upon approval by the NRC with the "Next Visual Inspection Period" of Table 4.7-3 calculated based on the results of the most recently completed snubber visual inspection. In this way the new, NRC approved methodology will immediately be utilized during the " Current Visual Inspection Period."

Alabama Power Company's Plant Operations Review Committee has reviewed this proposed change and the Nuclear Operations Review Board will review this proposed change at a future meeting. As required by 10CFR170.21, the License Amendment Application Fee of $150.00 is enclosed. In accordance with 10CFR50.90, three signed originals and forty additional copies of this proposed change are enclosed. A copy of this proposed change has also been sent to Dr. C. E. Fox, The Alabama State Designee, in accordance with 10CFR50.91(b)(1).
