By letter dated January 28, 1988, Alabama Power Company requested deletion of the Surveillance Specimen Vithdrawal Schedule from the Technical Specifications. This change was considered by Alabama Power Company to be administrative in nature since the program for surveillance of reactor vessel material vould continue to be governed by 10 CFR 50 Appendix H. In addition, the action proposed is consistent with licensing actions recently taken by the NRC on other facilities. However, based on subsequent conversations with the NRC Staff, a revision to this submittal is necessary in order to obtain approval of the schedule deletion. This revision supersedes our previous submittal of January 28, 1988 and entails retaining the portion of paragraph 4.4.10.1.2 which reiterates the 10CFR50, Appendix H requirement that reactor vessel material irradiation surveillance specimens shall be removed and examined to determine changes in material properties.

Attachment 1 contains the revised proposed changed Technical Specification pages. Alabama Power Company has determined that the proposed change does not involve a significant hazards consideration. The required analysis, pursuant to 10 CFR 50.92, is provided as Attachment 2.

Alabama Power Company's Plant Operations Review Committee has reviewed the proposed change and the Nuclear Operations Review Board vill review the proposed change at a future mee*.ing. It is still requested that this proposed change be approved by August 31, 1988. The License Amendment Application Fee of $150.00 as required by 10 CFR 170.21 was submitted with the January 28, 1988 request. A copy of the proposed change has been sent to Dr. C. E. Fox, the Alabama State Designee, in accordance with 10 CFR 50.91(b)(1).
