Joseph M. Farley Nuclear Plant - Units 1 and 2 Snubber Surveillance Requirements Technical Specification Change Alabama Power Company requested changes to Farley Nuclear Plant Technical Specification 4.7.9.a and the accompanying Bases in letter dated September 2,1986. The requested change would provide for allowed snubber failures to be expressed as a percentage of the specific snubber popul ati on. The proposed change utilized acceptable statistical methodology and demonstrated that, with a 95% confidence, at least 90%

of the snubbers would be operable at all times. An approval date of February 27, 1987 was requested to prevent shutdown of Units 1 and 2 for the sole purpose of snubber inspections. After a November 20, 1986 meeting with the NRC Staff, a revised Technical Specification change was submitted on February 9,1987 that provided for snubber visual inspections at the same time intervals as the current Technical Specifications. The new inspection schedule would be applied to the results of the most recent visual inspections. The revised change also expressed allowable snubber failures as discrete numbers rather than a percentage of the total population inspected.

In addition, the NRC Staff was requested to review the recent Unit 1 visual failures and concur that only two snubbers be counted for the purpose of determining the next visual inspection schedule.

On February 18, 1987 the NRC Staff stated that, in order to meet the requested approval schedule, the number of inoperable snubbers for the 18 month current visual inspection period in the proposed Table 4.7-3 would require modification. The NRC Staff requested that the number of inoperable snubbers be reduced to increase the reliability level.

It was also stated that the modified change would be valid until startup from the next refueling outages for both units, but the methodology

~ included with the September 2,1986 submittal would be reviewed on a long-term basis. After startup from the next refueling outages, the current Technical Specifications (Amendment 55 for Unit 1 and Amendment 46 for Unit

2) would be in effect. The next refueling outages are currently scheduled for September 1987 (Unit 2 fifth) and March 1988 (Unit 1 eighth).

Included in Attachment 1 are the modified Technical Specification changes.

These pages supersede those previously submitted.

It is requested that the-Technical Specification changes provided herein be approved by February 27, 1987. This approval is requested to include the application of the new inspection schedule to the results of the most recent visual inspection and the concurrence that only two snubber failures of the most recent Unit 1 outage be counted for the purpose of the next visual inspection period.

Because this supplemental submittal does not alter the analysis or conclusions of the significant hazards evaluation performed on the September 2,1986 Technical Specification change request, Alabama Power Company reaffirms that the Technical Specification changes proposed in this request do not involve a significant hazards ccasideration as defined in 10CFR50.92.

The Plant Operations Review Committee has reviewed this proposed change and the Nuclear Operations Review Board will review this proposed change at a future meeting. Pursuant to 10CFR170.21, the required License Amendment Application fee of $150.00 was enclosed with Alabama Power Company's September 2, 1986 submittal. A copy of this change has been sent to Dr. C.

E. Fox, the Alabama State Designee, in accordance with 10CFR50.91(b)(1).
