APR 181975 TD: Peter Knapp AIRBORNE EFFLUENTS - PILGRIM I On April 11, 14 and 15, 1975, I held several telecon discussions with J. Seery, Chief Technical Engineer, for Pilgrim I.
The topic of discus-sion involved the iodine and particulate (I&P) release rates which are approaching Tech Spec limits.
With regard to the I&P release rates, Seery upon questioning supplied the following information (which updated the release data I had reported in the 4/7/75 Memo to Knapp):
1.
TIIE I&P release rate for the week ending 4/8/75 was 66.1% of TS 3.8.B.2 (the contribution breakdown was 65.9% from the Reactor Building Vent (RBV) and 0.2% from the Main Stack).

The I&P release rate for the 6 day'Y period from 4/8 to 4/14 was %
90% of TS 3.8.B.2.

Based on preliminary data taken on site by their consultant (Pelletier),
it was determined that 80-90% of the ISP release at the RBV was eman-ating from the Turbine building ventilation system.

The fuel integrity parameters (off-gas release rate & reactor coolant iodine concentration) have remained at a steady level since Feb. 28, 1975, for an 80% power level. The off-gas release rate has remained at % 250,000 pCi/sec and the reactor coolant I-131 concentration has remained at %1.2 x 10-2 pCi/ml 5.
An air flow rate of 15,000 cfm contaminated to 5 x 10-10 pCi/cc with I-131 directed to the RBV would produce N100% of TS 3.8.B.2 and in some areas of the turbine Bldg vent flow path I-131 conccatrations are 3x10-9 pCi/cc (TB flow rate % 75,000 cfm).

Charcoal filters were installed in the following areas before the Feb 11, 1975, startup to adsorb I-131 before release from the Rad-waste ventilation system:

'7. - A planned shutdown was being contemplated to repair known steam leaks in the condenser bay area in an attempt to reduce the I-131 source from I'
I the turbine bldg vent system to the RBV which, in turn, would hopefully l
cause a decrease in the I6P release rate. They hoped to schedule this i
shutdown prior to this weekend (4/19/75).

Pt'11etier's I&P sampling program showed negligible I-131 contribution to the RBV emanating from the A0G Retention Bldg.

During the 1/21 - 1/28/75 period I was given release rate data by R. Smith,* Chemist for Pilgrim I, which was considered " unofficial" by S. Martin, Process Engineer for Pilgrim, and which was officially i
reported in A0 75-05 at a lower value.
I asked Seery the difference l
between the unofficial and official data.
lie stated that the para-l meters which Pilgrim had always used in the past were changed as follows:
a.
RBV flow from 180,000 cfm to 140,000 cfm b.
Sample flow rate from 2 cfm to 1.7 cfm i
c.
Relative humidity factor for charcoal adsorption efficiency from 0.90 to 0.97.
j All of the above changes would lower the calculated release rate.
j Based on all of the above, I felt that Pilgr'im should be more definite about a shutdown date in light of their 90% TS limit condition over the 4
past 6 days (see 2 above) and expressed these feelings to Seery and P.
Knapp.
I also felt that Pilgrim's changing of parameters to determine release rates one day before exceeding TS limits ** on 1/28/75 (see 9 above)borderedondeceiftandshowedafailuretorealisticallyface the problem at hand.

i A0G to enable maintenance on this system. Baston feels this system's leaks may be causing much of the I&P release problem, contrary to Seery's expressed beliefs (see 8 above).
I feel that Pilgram may be seriously limited in their ability to reach desired power levels after the 4/16 startup without the A0G, since the O
