DESCRIPTION OF REQUEST: Because the Pilgrim iodine effluent limits have been recalculated based on the real cow, the Office of the Executive Legal Director has requested us to determine whether the technical specifications for facilities such as Pilgrim Unit 1, whose limits are based on the real cow, should require a cow census be performed to comply with the Regulatory position stated in Regulatory Guide 1.42, Section C.2.c(3) .

Please determine the need to incorporate a cow census in the technical specifications i for plants such as Pilgrim Unit 1 that are implementing effluent release limits based on a real cow after having operated with a limit
