JAN 141975 H. D. Thornburg, Chief, Field Support and Enforcement Branch Directorate of Regulatory Operations, llQ PREDICTED llIGH STACK RELEASE RATES AT PILGRIM Pilgrim 1 was shut down on January 11 because of a recirculation pump seal problen. The shutdown is scheduled to last about one week. During the time of the shutdown, activity out of the Reactor Building vent stack increased, per the licensee, to above the TS limits. Pilgrim has leaky fuel problets, however, the A0G (Advanced Offgas System) has maintained stack releases to 1000 to 1300 pCi/sec. The new A0G, has experienced shakedown type problems in its initial operation and because of the,
high activity in the retention building housing the A0G corrective l
maintenance has been a problem. The licensee plans to start up and operate the reactor without the A0G and perform the necessary mainte-nance repairs and/or modifications. The Technical Specifications per- -
mit this.
(Note: Air ejector rates have been as high as 500,000 pCi/sec at 90% power.) The repair and/or modification work may re-quire six or nore weeks to complete.
Because of the political tenderness of the as low as practicable matter at Pilgrim, we expect that any operation without the A00 will result 1
in attention by intervenors and the news media.
It is recommended that f
DL be advised of this matter.
Should you have any concerns, please advise us.
