Basis for High Man-Rem of Facilities Total Man-Rem Exposure at PNPS since 1973 is as follows:

The downward trend apparent in 1978 is explained by the fact that the plant had completed a major outage in February 1978 and had operated without any forced outages for the remainder of the year.
Additionally, in response to escalated enforcement action in late 1977, PNPS had commenced an ALARA program directed to reduce personnel exposures by extensive facility decontamination, source shielding efforts, better work practices and removal of stored radioactive waste.
The man-rem total expected for 1979 is a further indication of the success of this effort. However, it should be noted that in 1979 PNPS was not the subject of any major outages.
(The plant was down for approximately 7 weeks over the entire period to perform activities that resulted in relatively minor exposure).
PNPS will commence a major outage on January 5,1980 to perform work which will result in increased personnel exposures.
Man rem totals approaching 3,000 could be expected.

i Approximately 150 gallons of water and 100 cubic feet of spent resin seeped under a door to the outside area immediately adjacent to the building where it An operator standing outside the building observed the spill and was contained.
immediately notified the control room operator who isolated the leak and initiated a Radiation Alert, notifying local, state, and federal agencies.
Radiation dose rates of the spilled resin were measured to be approximately 1 R/hr on contact.
No personnel exposures were involved and no airborne radioactivity problems or release beyond the immediate area adjacent to the building have resulted. 'The operator who isolated the spill was monitored and determined to be free of any internal contamination.
The NRC resident inspector and a representative from the Massachusetts Department of Public Health responded to the site and observed the licensee's actions.
At 3:00 pm, January 17, 1981, the Radiation Alert was tenninated as the spill was contained and cleanup was in progress.
As of 8:00 am, January 19, 1981, the licensee has cleaned up the majority of the spill and is continuing to monitor the area. The NRC resident inspector is following the licensee's actions and monitoring the cleanup.
This PN is for information only. Media interest is evident. The licensee issued a press release on January 17, 1981 and the event has had coverage on the local radio stations and newspapers. The Commonwealth of Massachusetts has been informed.

Resin spill occurred after "G" Cond. Demin. was place on line, and "B" Cond. De=in.
was being transferred to the Cation tank.

1130 - Mr. Steven Power was awaiting the arrival of an oil truck for fuel delivery when he noticed seepage coming from under the door of the resin fill room. He immediately notified the Control Room of his findings.
Mr. John McCann left the Control Room immediately, and proceeded to the Resin Addition Room. Upon arriving at the Resin Addition, Room, Mr. McCann found two one inch valves open on the fill hopper, which should have been closed.
Mr. McCann promptly closed the i
valves and left the area.
Mr. McCann notified the Control Roo= of his actions via a telephone located in that area. The Control Room then initiated Procedure 5.1.1.3, Se'etion I, after Mr. McCann informed them r
to initiate the Emergency Plan.
Mr. Charles Martin and Mr. McCann then proceeded to the storm drain in the area outside the Resin Fill Room and barricaded the stor= drain with snow in order to prevent the flow of processed water from reaching the Snow plows were also summoned via the Security radio in order drain.

1230 - Mr. William Ar: strong arrived on site and relieved Mr. McCann as director.
Cleanup of the area was turned over to Mr. Robert Raardon by Mr. Charles Martin. Boiler Room drains were also secured to prevent the processed i
water from entering.
4 1245 - Mr. Arnold Stearns, who had gone to the Environmental Survey Station i==ediately, reported the following:

oversaw the issuance of pumps to cleanup area. Mr. Ken Roberts and Mr. Paul Smith investigated the possibility of additional storm drains in the area. None were found. The oil truck was checked before leaving site. No contacination present.
Mr. Paul Smith was in contact with Mr. Dick Smith for Chemistry input.
It was decided to place all conta=inated snow, slush and resin in 6x6's and =ove them to the Turbine Deck to thaw.

1400 - Mr. Machon arrived on site, relieved Mr. Ar= strong as director, verified actions taken and conducted a critique.

1500 - All appropriate people were notified that the alert was terminated, the area secured, and cleanup was in progress. They were also infor=ed that there had been no release to the environ =ent and no elevated exposure to personnel.
1600 - Press release was prepared in conjunction with Public Relations.
During this entire incident, there was no release off-site and no threat to the health and safety of the public, and no potential danger. No elevated exposure was received by station personnel.
Esti=ated cleanup ti=e is between forty-eight and seventy-two hours.
The storm drains were s= eared and found to have less than 100 dp=/100 c=2, Mr. Ron Kuhn will be responsible for final cleanup.
It should also be noted that Mr. John McCann was whole body counted and found to have only background radiation levels present.
