1.0 REFERENCES

1-A CP-EP-4.0 Design Control 1-B CP-EI-4.5-1 General Prograal for As-Built Piping Verification 2.0 GENERAL 2.1 PURNSE To establish the method for control of drawings by Technical Services Mechanical Drafting in order to assure compliance with the provisions of Reference 1-A.

2.2 SCOPE This instruction shall apply to all controlled drawings issued by Technical Services Mechanical Drafting (TSMD).

2.3 RESPONSIBILITY The CP Project Pipe Supcott Engineer is responsible for providing technical direction and administrative guidance to the Pipe Support Engineering organization of which the Technical Services Group is a part.

The Technical Services Group Supervisor is responsible for the general i:rple:rentation of this instruction. The rrechanical drafting supervisor has been delegated the specific responsibility for ensuring drawings are controlled in accordance with this instruction. The supervisor shall be resconsible for assuring personnel within TSMD are qualified by education and/or for

. experience to perform assigned tasks.

Where specific individuals are designated oy title in this instruction, it shall be understood that designees may be delegated to act in that capacity.

i Incoming design documents from applicable vendors shall be logged and transmittal letters conpared to the actual documents received.

j All discrepancies shall be brought to the attention of the TSMD

! supervisor for resolution.

) TSMD shall establish and maintain logs / files adequate to provide i control and accountability of the internal activities within the 4 drafting organization.

3.2 GENERAL PREPARATICN AND ISSUE OF BRP'S 3.2.1 General Precaration and Issue For BRP's for dich no vendor drawing has been received, an isometric sketch shall be prepared from the piping composite. All information to be shown on the BRP shall be reviewed using appropriate drawings, specifications and/or lists. This information shall include i pipe location and configuration, dimensions, valve and equipment i data, vendor spool and weld information, etc. including notes i required by construction or engineering.

The drafter shall initial and forward the conpleted BRP to a checker for review. Upon completion of the review, the drawing shall te i subnitted to DCC for distribution. Discrepancies noted in the review process shall be resolved by the checker, draftsman, or group leader i as apyropriate.

3.3 REVISIONS TO BRP'S i BRP revisions shall normally be initiated by design changes issued in accordance with established procedares/ instructions. Drawing revisions are rot required immediately upon receipt of change documents.

All outstanding design changes against the BRP shall be identified using the appropriate file / log. All docunents that have been incorporated shall be referenced in the " Revision Description Block" l or otherwise noted on the drawings.

All changes to the drawing are to be " clouded" and indicated by the 1 new revision numoer in an adjacent small triangle. All " clouded" areas and triangles for the prior revision, if any, will be renoved.

Se new revision number shall be indicated in the title block and the drawing initialled appropriately. Se drawing package will be forwarded to a checker for review. Se checker shall review all incorporated information and refer corrections to the drafter. We l

checker shall initial the drawing in the appropriate area, and submit

the drawing to the approver. Upon final approval, 'ISMD shall submit the drawirg to DCC.

3.4 AS-BUILT BRP'S ,

A BRP will be revised to as-built conditions as necessary to support project priorities. As-built revisions shall be accomplished in the

} same manner described in Section 3.3 with the following exceptions.

I l te checker shall review the drawirg for possible thV's by reviewing the design c lange &cuments regarding thV welds prior to draf ting.

] It shall be the responsibility of the Technical Services Supervisor to forward these design change documents to the TSMD Supervisor. LV welds shall be denoted with the letters %V adjacent to the elliptical circle encompassing the weld number. We wrds "As-Built" shall be clearly indicated in the current revision block.

A BRP which has been "As-Built" by TSMD may be revised to incorporate mments resulting from the review and field verification process of 4

the as-built verification program in accordance with Reference 1-B.

TSAB is responsible for forwarding this information to TSMD. After i

. the drawing has been updated, the drafting approver and the TSAB '

j Coordinator shall jointly review the drawing to assure that all j i information has been incorporated, and initial the approval block.

3.5 CONTFOL OF BRH'S I

3.5.1 Precaration of BRH Using ENHS '

A EMHS may be received from the applicable engineering organization prior to drafting. We drafter shall assure all information on the  !

sketch is camplete. Dimensions which are necessary and can be calculated from information given on the sketch shall be included, and the drawing revised to incorporate all indicated changes. The draf ter shall add the Brown & Poot logo, revision block, etc. The word " Blue-Line" should be written across the top of the drawing for ease of identification. When vendor drawings do not exist, a new BR9 drawing any be prepared. We finished drawing shall be initialled by the drafter and forwarded to the checker.

'Ihe checker shall assure all information on the sketch has been incorporated. When completed, the checker will sign one half of the check block, per Attacnment A, and forward the folder to the approver.

The approver shall also check the drawing to assure all required information has been incorporated, and initial the check block, per Attachment A.

The TSMD approved folder will be held in TSMD for approval by engineering. Approval by engineering shall be documented by initial in the approval column of the revision block - Attacnment A.

Approved drawings shall be submitted to DCC for distribution.

3.5.2 Preparation of BRH Without FMHS Blue-Line exempt drawings will be processed similarly to drawings controlled per 3.5.1. The exceptions are:

a) a blue-line will not be required before processing and; b) engineering approval will not be recuired (these drawings are original design).

3.6 REVISIONS 'IO BPM'S -

3.6.1 Revision by Vendor Drawings enanged by revised vendor documents shall te controlled in accordance with Section 3.1 and 3.5.1. Such revisions shall be initiated by the " Field Modified Hanger Sketches" or as needed by request of authorized engineering or craft personnel.

3.6.2 Field Initiated Chances Field design sanges shall be issued in accordance with established engineering procedures / instructions. Revisions to vendor certified drawings will be revised in accordance with Section 3.8.1 of this procedure.

In addition, upon completion of verification and certification activities, the BRH may be revised to incorporate TSAB cc:nnents which reflect the final as-built condition more clearly.

8 VENDOR CERTIFIED AS-BUILT CRAWING PREPAPATION 3.8.1 Precaration of Vendor Certified BRH's Usino VCDI A T.DI shall be received from the applicable engineering orgarji::ation prior to drafting. te drafter shall revise the BEH to incorporate changes delineated on the VCDI. All changes made to the BRH are to be " clouded" and indicated by the new revision number in an adjacent small triangle. All " clouded" areas and triangles for the prior revision, if any, shall be removed. %e finished drawing shall be initialed by the drafter and forwarded to the checker. De checker shallassureallinformationontheVCDIhasbeencorrectlyinporp-orated and shall initial the drawing and forward the BRH to the approver. CP-EI-4.0-22 7 7-5-84 6 of 7 3.9 CONrPOL OF BRHL'S 3.9.1 General Preparation For information purposes, a piping isometric may be prepared showing the location, orientation, and identification of pipe supports subject to as-built verification per Reference 1-B. The BRHL shall reflect the sane piping configuration as the corresponding BRP, and should show only that information necessary for verification and analysis purposes.

3.9.2 Revisions to BRHL's A BRHL may be revised to incorporate comments rer the 'ISAB coordinator, or as necessary to reflect as-built conditions. After the drawing has been updated, the drafting approver and the TSAB Coordinator shall jointly review the drawing to ass' Ire that all information has been incorporated, and initial the approval block.

1.0 REFERENCES

1-A TUGC0/TUSI CPSES QA Plan 2.0 GENERAL 2.1 PURPOSE The purpose of this procedure is to specify the require-ments for design verification for Comanche Peak Project Engineering (CPPE) designed projects to ensure that a new or revised design adequately satisfies its intended function.

2.2 DEFINITIONS - - - - .

2.2.1 Desian Verification - The process of reviewing, confinning or substantiating the design by one or more methods to provide assurance that the design meets the specified in-puts. Acceptable verification methods include but are not limited to Design Review, Alternate Calculations, and Qualification Testing.

2.2.3 Alternate Calculations Design verification method that employs comparison with alternate calculation or analysis. The alternate method may be a more simplified or less rigorous approach.

2.2.4 Qualification Testing Verification achieved by suitable testing of a prototype or initial production unit.

2.3 RESPONSIBILITIES The Original Designer shall authorize their personnel -

at the site or in the CPSES Project Engineering Group to perfonn design reviews / verifications.

or the method (s) to be used.

Design verification shall be performed by other than the one who performed the original calculation.

When verifying changes to a previously verified design, verification shall include an evaluation of the effects of these changes on the overall design.

Design verifications will be verified by the original designer when applicable.

Deficiencies identified during design verification shall be identified, documented and resolved as per the require-ments of Reference 1-A.

Acceptable methods for design verification include Alter-nate Calculations and Qualification Testing.

3.2 ALTERNATE CALCULATIONS When using alternate calculations for design verifciation,

a. Appropriateness of assumptions, input da;a and .the code requirements used during the original calculations shall be reviewed; (e.g. hand calculations vs. computer)
b. Even if the simplified alternate calcuiations do not exactly check the original calculaticas, they must be consistent with the original cairJlations.

3.3 QUALIFICATION TESTING When verifying design by qualification testing:

a. Qualification testing shall be designed to demonstrate adequacy even under the most adverse conditions.
b. If qualification testing is designed to verify a spe-cific design feature then the other features shall be verified by other means.
c. It shall be performed in accordance with procedures which make provisions for insuring that the pre-requisites have been met, adequate instrumentation is available and that necessary monitoring is performed.

CPPE shall participate in the analysis and pipe support effort as defined in the' TNE-defined interface documents.

All CPPE activities shall be controlled in accordance with j established engineering procedures / instructions. During the i disposition process, the ECR may be nodified with the involvement of the originator.

3.1.5.4 ASME Pelated: Stamping Incomplete The ECR shall be used by CPP Mechanical or I&C Engineering as a basis for revising the engineering document used in the certification

! process. The revised &cument shall be reviewed to determine if '

)i stress re-analysis is required. If stress re-analysis is required, the reviewing organization shall coordinate the analysis and i initiate pipe support design activities as required. After 1

re-analysis, or if no re-analysis is required, the revised document shall be forwarded to TNE for the cctnpletion of design control activities and return. The above activities shall be accomplished in accordance with the engineerirs procedure / instructions established to control the design and design change program.

3.1.6 Closure IIR disposition shall be cbcumented per Figure 1. Distribution of the dispositioned ECR shall include the originator and DCIG. Where required, the responsible disposition organization shall retain a copy of the ECR for design control documentation.

This verification shall normally be accomplished by the original design organization in accordance with established procedures although the provisions of Peferences 1-B or 1-2 may be utilized at the discretion of the Assistant Project General Manager.

In the event the design verification activities indicate the change / deviation is unacceptable, the reviewing agency shall

  • notify the originating organization who may, on the area in question, place a " Hold" or rescind and reissue the diange/

deviation. Any d1ysical corrective action required in problem areas shall be evaluated and formulated on a case by case basis.

The card should be filled out using a black ink pen or " dark" pencil.

a. Serial No. - Prenumbered, or as established through detailed application instructions supplementing this procedure.
b. Section 1, Application - State generic category of work (e.g. mechanical equipnent, electrical equipment, pipe, pipe supports, etc).

Design Change Deviation - Cross out the one that cbes not apply.

Enter N/A or leave blank if not a change or deviation to design.

c. Section 2, DW. Ib. - Enter the complete number and revision of the affected design basis and/or construction drawings as follows:
1. Electrical - Enter desiga b-eis drawing nwters.
2. Pipirg and Instrumentation - Enter the design ard construction drawing numb ~ - 'or all design change / deviations; and construction drawing nurters for construction changes.
3. Pipe Supports - Enter the construction drawing nwbers.
d. Section 3, Line No./Conponent Ib. - Enter the specific identification nwber of the component to be nodified; spool nwber, equipment number, etc. It is not required to enter the pipe support nwter in block 3. If a nwber of items are affected, enter "see sketch", and
show all changes in block 5.
e. Section 4, Peason for Change - State briefly but concisely the reason for the change. If to implement a change properly approved by the Original Design, clearly state this fact (e.g., 'Ib implement DE/CD 8600).
f. Section 5, Instructions - Inscribe completely and accurately the change to be made.
1. Where there are no welds or material removed or added, enter "N/A" in the a@ropriate blocks.
2. For removal and/or addition of welds and/or nuterial, check the awropriate block and enter all weld numbers and/or Bill of Material item nurrbers removed and/or added. It is tot nundatory to disposition the future use and/or storage requirements for deleted material. .

EOR PIPIN3 ONLY AND INTEGRAL HANGER A'I'rACHMENTS - If, after the original issue of BRP drawing, a weld has to be recoved and rewelded, the weld number will be changed to indicate same by adding an "A" for the first renoval, "B" for the second remval, etc. to the weld numbers, e.g., for the weld 6, the first removal / reweld is 6A, ard if 6A requires rework, the second renoval/ reweld is 6B.
4. FOR PIPING OILY - hten stainless steel materials are re-used and the heat affected zone not renoved, the new weld number will include the next sequential letter of the item with the highest numerical weld number.

For exaxple, if the pipe between welds 7A and 8C is deleted, and the remaining parts welded together, the new weld nu:ter will be 8D, not

5. PIPIN3 ONLY - If, after the original issue of the BRP drawing, an added weld is required which is not a reweld of an existing weld; the new weld will be keyed to the 1cwcr of the tw numbered welds ard suffixed by "-1" for the first weld, "-2" for the second weld, etc., if a weld is added between weld "3" and "4", the new weld will te "3-1".
g. Section 6- Provide a sketch indicating the new arrangement when necessary for clarification. hten nere than one CFC affects a drawing, care shall be taken to avoid conflicts tetween the C4C's. This block should include specifications of items added that are not listed on the affected drawing.

It should also show new weld locations, and all required working reint dimensions (cut lengths for pipig and hangers are not required).

h. Section 7 - Originator - Enter the name of the individual preparing the modification (for pipirg changes, foreman requestire the change should be entered).
i. Section 8 - Approvad By - Approval shall be obtained in accordance with Section 3.2.2.
j. Section 9 - Distribution - If not predesignated, the Engineer / Technician preparire the CSC shall enter the name of each agency requiring an
