MEMORANDUM FOR: Vincent S. Noonan, Director Comanche Peak Project FROM: Herbert H. Livermore, QA/0C Group Leader ,

Comanche Peak Technical Review Team  ;

SUBJECT:

' CASE LETTER TO GEARY S. MIZUNO REGARDING ANI REPORTS AT COMANCHE PEAK A CASE letter of August 14; 1984, provided Mr. Mizuno an example of a Comanche i Peak Class II pipe support that was upgraded to Class I. The subject ANI j Report 371 (Exhibit 1056) was reviewed by the TRT while on-site at Comanche Peak. The information provided in those do:uments did not alter our assessment and conclusions in AQ 12 and 13, which considered the same subject. The TRT QA/QC Group investigated the program and procedures for upgrading material. ANI Report 371, besides addressing materia.1 upgrading, specifically alleged that welder identification was not traceable on the subject supports. This area was in the purview of the TRT Mechanical Group, j for which I cannot speak.

1 1 A. Vietti again forwarded the CASE /Mizuno letter, plus some 36 ANI reports to

} the QA/QC Group for review in' November. The subject ANI reports span a period i of 1982-1983 and, as the CODE requires, a report to TUEC on the status and/or l problems encountered with specifics in the TUEC ASME QA/QC Program. The TRT J QA/QC Group has reviewed these ANI reports and notes that although we did j not address the same specifics, our assessments and conclusions in the SSERs a include the same type of problems and examples. The review did not alter our

'i assessment. Since we did not address the same specifics noted in the ANI reports, our SSERs will not reference any specific ANI report number.
