By its October 27,1997 letter, Southern Nuclear Operating Company (SNC) indicated its intention to proceed forward with preparing a license renewal application for Plant Hatch Units 1 and 2. As noted in that letter, a decision on whether to submit the application will be made at the time of completion of the application documents.

\'

During discussions with Mr. Chris Grimes of the NRR License Renewal Directorate, SNC

agreed to provide the NRC with a forecast of products which might be submitted to the O NRC during 1998. This forecast is informal and is provided with the understanding that both the list of products which may be submitted, and the schedules for submittal, are subject to change. SNC will update this status with the NRC during the year if any i program changes occur that might affect this list.

QUARTER 1,1998 - Late 1st quarter, SNC plans to provide the NRC with a methodology, or process document. This document will describe the process being used to hg/

! perform the Plant Hatch license renewal technical activities associated with scoping,

! - screening, aging management reviews, evcluation and disposition of time-limited aging analyses (TLAAs), and exemptions required for TLAAs. Contained within this document will be an identification of certain details which appear to differ from the process described in NEl 95-10, Revision 0, Industry Guidelinefor implementing the Requirements of10 4

sThe October 27,1997 letter indicated that the scoping and screening methodology would

be submitted in December,1997. However, Chris Grimes indicated a preference to receive
the entire document at one time rather than two separate submittals. Thus, this submittal

. has been deferred to the first quarter.

g  ; QUARTER 2 - 3,1998 - Late 2nd quarter, or 3rd quarter, SNC plans to submit up to two

~ documents that will be representative of the technical content,-level of detail, and fomsat of

. - L a license renewal application. Each document will be specific to a Plant Hatch system and

" will address the liccar.e renewal elements of scoping, screening, and aging management review for in-scope components and structures within the system, using the process .

described in the SNC process methodology document. Dese documents are currently planned to address the Standby Liquid Control System and the Intake Structure.

Southem Nuclear is planning to work in a teaming arrangement beginning this year with other nuclear utilities operating BWRs in the preparation of these documents and the documents planned for submittal during the fourth quarter. We propose that details of this teaming relationship be a subject of discussion in the first license renewal meeting between the NRC and SNC.

QUARTER 4,1998 - During the fourth quarter, SNC plans to submit up to two additional system. specific documents. These documents will also be representative of the technical content, level of detail, and format of a license renewal application developed using the

. SNC process methodology. These documents are currently planned to address reactor -

recirculation system piping and reactor pressure vessel internals. The reactor pressure vessel internals report schedule is somewhat contingent on the BWRVIP program schedule

and NRC review and issuance of SERs for the BWRVIP reports.

At this time, the reports identified for submittal beginning 2nd quarter 1998 are the only

. " system-specific" reports planned. The remaining systems and structures will be addressed

. in a license renewal application, should Southem Nuclear decide to submit an application,

' as discussed at the beginning of this letter. In additi n to the specific submittals described

These interactions are expected to be invaluable in the development of the Plant Hatch license renewal documents.
