Dear Mr. Miller:

By letter dated September 19, 2019 (Agencywide Documents Access and Management System Package Accession No. ML19269B775), Virginia Electric and Power Company (Dominion Energy Virginia) submitted a license amendment request (LAR) for Surry Power Station (Surry), Units 1 and 2. The proposed amendment request would revise Technical Specifications (TS) Figure 3.1-1, Surry Units 1 and 2 Reactor Coolant System Heatup Limitations, and Figure 3.1-2, Surry Units 1 and 2 Reactor Coolant System Cooldown Limitations, to update the cumulative core burnup applicability limit and to revise and relocate the limiting material property basis from the TS figures to the TS basis. In its submittal, Dominion Energy Virginia requested the Nuclear Regulatory Commission (NRC) approval by June 30, 2020, with a 60-day implementation period to coincide with the issuance of the renewed Surry Units 1 and 2 Subsequent License Renewal (SLR) operating licenses. On October 24, 2019 (ML19298A013) the NRC staff notified you that your September 19, 2019 request had been accepted for review, and that the NRC staff estimated its review would be completed by June 30, 2020.

In the NRC staffs bi-weekly status call with Dominion on June 18, 2020, the NRC staff communicated to Dominion the potential delay in schedule for the subject LAR. The purpose of this email is to officially inform you that the NRC will not complete its review by June 30, 2020, as a result of the licensees delay in its response to the staff request for additional information related to the SLR application as described in a letter dated June 17, 2020 (ML20169A452). This email also informs you that the completion date for NRCs decision on this LAR is being changed to October 24, 2020, to account for the unforeseen delay in the schedule for the NRCs decision on the SLR, which was communicated to you by letter dated June 15, 2020 (ML20161A192). Because the staffs schedule for completing this LAR is based, in part, on resolution of the issues needed for NRC to make a regulatory decision on the SLR, the actual completion date could be earlier or later based on when the revised schedule for the SLR decision is established. If there are emergent complexities or challenges associated with the review of the SLR that would result in additional changes to the October 24, 2020 milestone schedule, the reasons for the changes, along with a revised milestone schedule, will be communicated to Dominion during routine interactions with the licensing PM. The change in the milestone schedule for the LAR was discussed with the deputy director for the Division of Operating Reactor Licensing, who approved the schedule change.
