NOTICE OF VIOLATION Northern States Power Company Docket Nos. 50-282, 50-306 7
As a result of the inspection conducted on December 12, 1989 through January 16, 1990, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the following violation was identified:
Technical Specification 3.13.E.2 requires that if both chlorir.e detection channels for one train of ventilation are inoperable then within 6 hour6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />s:
(1) Restore at least one channel to operable status, or (2) Operate the redundant ventilation system in the normal (non-recirculation) mode and close the outside air supply dampers for the affected train of ventilation.

Contrary to the above, from approximately 7:00 p.m. on December 11, 1989, to approximately 6:15 a.m. on December 12, 1989, both chlorine detectors associated with the 122 control room ventilation systen were inoperable, without the outside air dampers being closed.
This is a Severity Level IV Violation (Supplement 1).
l-Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement of explanation in reply, including for this violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
' Consideration may be given to extending your response time for good cause shown.
