The September 7,1992 drug, screening was part of random testing of the involved reactor operator in accordance with Vogtle's Fitness-for-Duty Program (FFD). An initial drug test was completed February 4,1992, and confirmed positive on February 7, 1992, as reported in previous correspondence to you (NOTS-1086,

dated February 12,1992, and NOTS-1096, dated February 21,1992). Our understanding is that the NRC took enforcement action in accordance with Part 55 as a result of this event (EA 92-044, issued to operator license OP-20583).
From February 4, 1992, untti April 25, 1992, the involved operator was not 1
assigned to. shift duties and participated in rehabilitation in accordance with the FFD. Program. As reported to you by letter NOTS-1199 dated May 29, 1992, the operator resumed shift duties on April 25, 1992. Subsequent to the initial positive drug tests, the operator was subject to increased, " random," follow-up testing; i.e., subject to testing on a frequency of approximately every month, randomly determined by date. The operator was also in the normal random drug
. testing program.
Furthermore, the operator's immediate supervisors were aware of the initial positive-test and, as part of overall supervisor training, had received specified guidance in the detection of symptoms or signs of drug use.

Gibson, Director ELV-04082 Page 2 Consistent with Georgia Power Company's Fitness-for-Duty Program and its established Positive Discipline Program, the operator was disciplined as a result of the initial positive test in February 1992 by removal from licensed duties, removal from plant site, and assignment to a drug rehabilitation program, which was successfully completed as certified by a medical review officer. As a result of the random testing results, he was terminated from employment and is not eligible for rehire per 10 CFR 26.27 for 3 years. This discipline is well known by other Vogtle employees and should provide additional deterrence to complement what, in this instance, was effective detection. As indicated in response to your specific. questions, the specific operator's actions, we have concluded, were not influenced by the marijuana use, either historically or in September 1992.
