Therefore, in this case, there is no responsibility for any alleger notification. As part of the Request for Investigation. O! was asked to address on-allegation that a pattern of a " cavalier" approach to regulatory requirements on the part of VEGP management. Although 01 would not routinely address this type allegation, consideration was given to this issue during the course of s the investigation of the wrongdoing allegations. E gthe O! investigation of the specific allegations in this case did not r substantiate an overall trend, or pattern of a " cavalier" approach to . regulatory requirements by VEGP management. However, within the scope of this investigation, a tendency was shown. on the part of VEGP Operations management, to interpret Technical Specification (TS) 3.4.1.4.2. its applicable action statement, and the associated implementing procedures in a x y /g, highly questionable. 'if not convoluted, manner, without NRC contact or consulation. This TS interpretation conveniently facilitated the conduct of !0 a planned outage evolution with no si nificant addition to critical path time. j [ Otherwise, this planned evolution wou d likely either not have been able to be 4 conducted or, if conducted with loops filled, would have added a significant number of hours.to the critical path tism for the outage. -, This' investigation has been closed by 01.
