GROUP The fourth meeting of the 2.206 Coordinating Group was held in Atlanta on Wednesday, September 18, 1991, to discuss activities l

underway throughout the agency related to Vogtle.

Enclosure.2 summarizes the Vogtle 2.206

status as of September 18, 1991. is an updated draft of the Partial Director's Decision dated September 17, 1991.

Copies of these enclosures were provided to those present.

Please note that this information is sensitive and predecisional, and that distribution should be limited and confined only to the NRC staff.

The proposed Partial Director's Decision (Enclosure 3) would resolve nine (9) of 28 issues in the initial Petition.

These are t

. Sections II.b, III.1, III.2, III.5, III.6b, III.6c, III.6e.iii, and III.8 (consisting of two separate issues).

Seven of the nine issues (all but III.1 and III.2) will be discussed in proposed Inspection Report 90-19, Supplement 1 (formerly IR 90-XX), once issued.

No decision for these seven issues can be issued until the inspection report has been issued and received by the licensee.

Mr. Matthews noted that delay in issuing the inspection report has impacted the September 27 schedule for issuing the Partial Director's Decision, and that a request for extension must now be prepared by NRR/PDII-3.

A conference call with RII, OE, OI, OGC and NRR will be scheduled promptly to-

(The call is presently scheduled for 3:00 pm, September 26, 1991).

The group discussed the draft Commission Paper prepared in the form of a negative consent paper regarding issue III.2 which alleges that a material false statement was made during the Commissioner's meeting on Vogtle Unit 2 licensing.

Mr. Luehman reported that the draft input from OE, discussed at the last

- meeting, was not forthcoming.

The discussion focused upon the need for the paper and alternative approaches.

Following the discussion, Mr. Matthews indicated that, following certain specified changes, NRR will proceed expeditiously with the 1

earlier decision to process the Commission Paper.

Several items identified during the previous meeting were Lreported to be.in process.

These include (1) resolution of legal and policy-issues associated with the draft decision for issue III.1 (as. attached to previous meeting summary dated August 13, 1991) which alleges an illegal transfer of the Vogtle licenses to SONOPCO;-(2) actions associated with assignments for the July 8th amendment to the petition; (3) cross-references between the 2.206 Matrix Table and OI's list of allegations, including the associated review for potential additional assignments; and (4).a chronology for NRC's handling of tapes.

Mr. Hayes discussed OI's priorities and a scheduled _ visit to the Vogtle site in le.te September.

The visit will include discussions with the NRC Resident Inspectors.

The. Group Chairman discussed recent.NRC internal meetings to

' consider the four responses of August 28 and 29, 1991, to the NRC's Demands for Information.

An Enforcement Conference on the issue of chemical injection (Issue III.6a) was noted to be i

scheduled for September 19th and would involve NRC's senior management levels, including the Deputy Executive Director for NRR, Regional Operations and Research.

The Group Chairman will brief senior management on the 2.206 effort during the visit for i

the Enforcement Conference.

DESCRIPTION AS A RESULT OF TECHNICAL REVIEWS AND ANALYSIS OF CIRCUMSTANCES SURROUNDING VORTEXING CONDITIONS FOR THE "B" TRAIN RER PUMP i

DURING CAVITY DRAINING ON SATURDAY OCTOBER 26, 1991, GPC HAS DETERMINED THAT THE "A" RER PUMP MAY HAVE SHOWN SIGNS OF DE-GRADED PERFORMANCE DUE TO POSSIBLE LACK OF ADEQUATE LEVEL TO PREVENT VORTEXING.

AT THE TIME OF THE EVENT, UNIT WAS IN MODE 6 AFTER REFUELING AND THE REFUELING CAVITY WAS BEING DRAINED TO JUST BELOW THE REACTOR VESSEL FLANGE FOR PLACING THE VESSEL HEAD.

"B" TRAIN I

RER WAS PROVIDING SHUTDOWN COOLING AT APPROXIMATELY 3000 GPM, WHILE THE "A" TRAIN WAS BEING USED TO SLOWLY LOWER LEVEL.
