iThis letter confirms the telephone conversation between Mr. A. R. Herdt of sqy staff and Mr. C. K. McCoy of your staff concerning an Enforcement Conference h
to be conducted at the NRC Region II Office at 2:00 p.m. EDT, on May 13, 1992,
- This meeting was requested to discuss the events surrounding a surveillance p
performed -on January 28, 1992, by two Instrumentation and Control (IAC) technicians.. Your staff reported to the NRC that the technicians failed to properly follow the surveillance procedure and subsequently created the data that:was entered on the calibration data sheet.
This event is discussed in NRC Inspection Report 50-424,425/92-02.
The NRC requests that your staff be prepared to discuss the chronology of events, the adequacy and depth of licensee management's investigation and review. the extent of corrective actions taken to preclude.similar events and assure previous similar events have not. occurred.
In addition, the NRC requests that -the two !&C technicians involved with this issue attend the Enforcement Conference.
Please be advised that the recent revision to 10 CFR
.Part 50.5, Deliberate Misconduct, as documented in 56 Federal Register 40,664 (August 15,1991), may have implications for the two I&C technicians involved L
J in this issue. This Enforcement Conference will be transcribed.
