Reply to a Notice of violation Docket No. 85-30829 Licanoe No. 07-20883 34 93-044-Dear-Birt In response to the " Notice of violation" dated March 27,.1992, I,
Phillip A. Humphrey, offer the following.
First, I offer en apology to the Nuclear Regulatory Commission for committing an act that has degraded the trust entrusted to me to be a Licensed Reactor operator.
I realize the gravit ensure you that it will not occur again.y of my error and want to The reason for this occurrence was my attempt to gain relief from a " severe headache".
I had' endured the headache for several hours and had not gotten relief from the over-the-counter pain medicine I had taken.
Shortly after I arrived home from work, a friend came by to visit.
After becoming aware of my severe pain, he suggested that " smoking a little marijuana" would ease the pain.
After some time of coercion,__he_ convinced-me that "a-little-bit of - ~~

pot" ~would ~not~show up on a drug screen.
I then smoked the i-marijuana.
t Georgia Power Company and myself have taken corrective steps i-in-this matter.
The company has implemented the Positive j
Discipline - Program and. referred me to attend. the outpatient Rehabilitation Program at Willingway Hospital, statesboro, Georgia under the care of Dr. Al Mooney.
I am currently completing a ninety' day rehabilitation program and then will be participating in a six month after care program which will include weekly meetings i
and counseling sessions.
I fully understand the requirement to abstain from the use of.111egal drugs and' intend to fully comply with this requirement now and in the future.. Georgia Power Company also has increased their testing frequency to help ensure that I fully comply with this order to be drug free.
