Pursuant to 10 CFR 50.73, Detroit Edison is submitting the enclosed LFR l No.96-010 which documents an Engineered Safety Feature (ESF) accation )

involving transfer of the High Pressure Coolant Injection (HPCI) suction flow path )

from the Condensate Storage Tank (CST) to the Suppression Pool. j I

This event is being conservatively reported as an ESF actuation based on previous .

reporting of similar component level actuations. Based upon a review of applicable guidance for reporting of ESF actuations, repositioning of the HPCI system suction flow path valves does not, in and ofitself, mitigate the consequences of a significant event and would therefore, not be consistent with the intent of this reporting requirement. The most definitive guidance in reporting the actuation of components in ESF systems is that described in NUREG-1022, Revision 1 (Drd), which clearly l states that, in cases such as that described in this LER, component level actuations are not reportable. Therefore, it is Detroit Edison's intent to employ this guidance in determining reportability of future events of this nature.

l The following commitments are being made in this LER:

e The CST Instmment Panel was posted on the inside and outside of the panel door cautioning personnel not to use radios within 20 feet of the panel. The i entrance to the CST area will also be posted.

continuing training for personnel who regularly use radios in the plant including Operations, I&C, System Engineering, Security, Radiation Protection, and Turbine Group personnel.
