Fire Protection - Fevised Special Report Pursuant to Technical Specification 3.3.3.8, Fire Detection Instrumentation Gentlement By letter dated December 6, 1991, Toledo Edison (TE) submitted a Special Report (Number NP-40-91-03) to the Nuclear Regulatory Commission (NRC) pursuant to Pavis-Besse Nuclear Power Station (DBNPS) Operating License NPF-3, Appendix A, Technical Specification (TS) 3.3.3.8, Fire Detection Instrumentation. In that Special Report, TE informed the NRC that the twelve smoke detectors in Fire Detection Zone (FDZ) si0 (containment building east passage) were inoperable. Based on the age and obsolascence of these detectors, TE stated its plans to replace them with a never detector (Py otronics Model DI-6) before restart from the eighth refu ling outage '

(currently scheduled to commence March 1, 1993) or during an outage of sufficient deratica.

Toledo Edison management has recently approved a planned modification that vill replace a 71gnificant portion of tha existing DBNPS fire detcetic system with a state-of-the-art detection system. Specific details on this ne ystem were provided at tha May 14, 1992 meeting between TE and the imC at ths RC's offices in Rockville, Maryland. The m.dification in scheduled for implementation during the current cycle (Cycle 8), during the eightn tefueling outage (8RFO), and ir.to the next operating cycle (Cycle 9). FDZ 410 is one of the zones included in the modificat:".. In the December 6, 1991 letter, TE had indicated replacement of the detectors in FD's 410 could occur during an outage of sufficient duration prior to 8RFn. Fuch a replacement would have been with the Pyrotronics Model DI-6 detectors, not t.he new state-of-the-art detectors.

Due to the recent sanagement approval:of the planned modification and in order to keep worker radiation _ doses As Lov As Reasonably Achievable (ALARA), TE plans to replace the detectors in PDZ 410 only as a part of the upgrade modification. In that FDZ 410 is instJe-containment, it vill be upgraded during 8RF0.
